About this file

This document is a Q&A response related to a Notice of Funding Opportunity (NOFO) for the Teaching with Primary Sources (TPS) Regional Awards program. Key details include:

The NOFO seeks to solicit project proposals from organizations interested in becoming TPS Regional Partners to manage subawards on behalf of the Library of Congress. Regional Partners must have the capacity to conduct outreach, solicit and evaluate proposals, select subawardees, distribute and monitor subawards, and provide reports to the Library. Eligible applicants include a wide range of organizations across five designated regions.

The responses clarify that there is no cost-sharing requirement, but proposals including cost sharing may be rated more highly. The subaward period of performance is 18 months, not per year as stated in the NOFO, and the number of subawards is per 18-month period, not annually. The total award amount is up to $900,000 per regional partner, not a total distributed across multiple partners.

Teaching with Primary Sources Program Regional Awards

Q&A for week ending September 15, 2024

# Question Answer 1 Per the NOFO: Cost Share (if applicable):

There is no requirement for matching funds or cost sharing from applicants Institutions.

However, proposals that include matching or cost sharing elements may be rated more highly. Examples of types of cost sharing may include salaries, space or studio rental costs, equipment not part of an existing indirect cost rate calculation, or supplies.

As we prepare the budget narrative and budget workbook documents to submit, we will likely have salary and fringe benefits cost share. Is there a place where we should quantify and indicate institutional cost share specifically, or do we discuss cost share in the budget narrative, or the explanation boxes of the budget workbook in the respective category/ies without including amounts in the budget workbook?

Please include information regarding cost share in both the Budget Plan Narrative and the Budget Plan Workbook for all categories as applicable.

In the Workbook, cost share can be represented in the following ways:

1. For line items funded in part by cost share, details of the cost share can be added in the description under the “Purpose of [Item]” column.

2. For line items funded completely by cost share, they can be added as new rows to the applicable budget category. However, the subtotals of these lines should not be included under the “Total Amount” column.

3. If desired, Applicants may create a new column in each budget category entitled “Cost Share Total” where they can enter the cost share subtotal for each line item as applicable. See the screenshot below for an example of what this might look like in the Workbook template.

2 1. On page 5, the NOFO states that we must plan and convene at least one regional conference per calendar year. However, due to the 18-month cycle of the grant, it would mean that budgets must alternate between requiring 1 and 2 conferences. How should

1. Section A.2 of the Notice of Funding Opportunity has been amended to reflect a change in the requirements from one (1) meeting of sub-awardees required per calendar year, to one meeting per regional award agreement period of performance (18 months).

Teaching with Primary Sources Program Regional Awards

Q&A for week ending September 15, 2024

9/16/2024 Page 2 of 2 our budgets be structured to reflect this occurrence?

2. On page 5, the NOFO states “Award and actively monitor at least 15 to 25 subawards of up to $25,000 per year with a period of performance lasting between six and twelve months.” Because no grant can extend longer than a year per the conditions of the NOFO, this would not be possible within an 18-month cycle. Is this intended to read “at least 15 to 25 subawards per funding cycle?”

2. Correct, it should read 15 to 25 subawards per regional award agreement period of performance, rather than per calendar year. We have amended Section A.2 of the Notice to reflect this.

3 Could you please tell me how much the award is for? I fear that I may be misinterpreting the amount. Is it up to $900,000 per grantee or is $900,000 total distributed across up to 6 grantees?

It is up to $900,000 per award.
