Applicants may apply for one of five designated regions: Eastern, Midwest, Western, Southern, or Great Plains. PROJECT DETAILS
You may respond to the prompts below in the spaces provided or submit a separate narrative which addresses the prompts in-text. If using this template, please delete all instructions before application submission.
This section of the Narrative should be no longer than 20 pages, double-spaced, and in 11-point font. The appendices listed on page 4 do not count towards the 20-page limit.
1. Technical Approach: Applicant must provide a summary of no more than 250 words of their technical approach to the proposed project.
2. Description of organization: Applicant must provide a description of their organization, including its configuration, staffing, expertise, and other characteristics that would allow the organization to successfully manage a TPS regional hub. Include information about the roles that various units in the organization will play, for example, providing accounting, regulatory compliance, human resources management, and reporting functions, etc. Proposed staff should be listed in detail in Appendix D.
3. Description of prior work: Applicant must provide descriptions and evidence of previous work related to building and maintaining networks of educational organizations in the states targeted by the proposal; administering or managing state or federal awards; and providing consultation and professional development to educators working in a variety of organizational settings. Applicants should provide links, user testimonials, reviews, featured articles, research findings, etc., pertaining to previous related work in Appendix B.
4. Detailed description of the proposed project:
a. Region: Applicant must provide a rationale for selecting the region proposed and demonstrate knowledge of its unique educational landscape.
b. Subawards:
i. Recruitment - Describe a detailed strategy for recruiting sub-awardees - identifying the attributes of organizations you will target including locations, educational foci, and populations served, etc. Include a description of how your organization will disseminate the Notice of Funding Opportunity for subawards to the public.
ii. Staffing and Monitoring - Describe how your organization will perform the administrative and monitoring tasks associated with managing and monitoring subawards, including the roles and responsibilities of staff or personnel needed to carry out these duties.
iii. Data Collection and Management - Describe how your organization will manage data collected from sub-awardees, as applicable, including how the data will be shared with the Library and TPS Consortium members.
iv. Evaluation - Describe how your organization will evaluate sub-awardee performance.
c. Connections: Name associations and networks and describe the professional connections that you will leverage to recruit sub-awardees. Provide documentation of agreed-upon collaborations with partner organizations in Appendix E, should your proposal be funded.
d. TPS Network & Consortium: Describe the strategies your organization will use to encourage sub-awardees’ robust and sustained participation in the TPS Program and Consortium.
5. Projected distribution targets: Applicant must provide distribution targets the project is expected to reach. Include the projected numbers and types of educators and learners reached through distribution outlets over which the applicant organization has direct control. Please include information about the strategies, and dissemination partners, to be used to meet these targets.
6. Description of Consortium leadership: Describe the areas in which individuals on your proposed awards will provide leadership within the TPS Consortium. Please be specific about the population, pedagogical approach, content area, skill, program area, etc., about which you and colleagues have expert knowledge. Applicant must describe staff with expertise in both educational leadership and methods instruction.

APPENDICES
Include the following as appendices as applicable:
· Appendix A – Logic Framework: Provide a logic framework that describes your proposed six-year project from start to finish that includes, at a minimum: project priorities, inputs, activities outputs, short and long-term outcomes, and impact. Applicants should identify key variables of success, assumptions, and needed inputs.
· Appendix B – Evidence of Impact: Include descriptions, links, user testimonials, reviews, featured articles, research findings, etc., pertaining to previously created curricula, instructional materials, and tools. Descriptions of the process by which previous tools and materials using Library of Congress and other primary sources were created and distributed (who was involved, collaboration, processes established, etc.).
· Appendix C – Evidence of Experience: Describe the role played in similar federal, state and or foundation-funded projects. Provide a list of similar previous and active Federal awards, and/or a list of previous and active Library of Congress awards.
· Appendix D – Proposed Staff: Provide names of the project director and other key staff with half-page descriptions for each person who will work on the award, if made. Specify which staff are responsible for each aspect of the proposed project (e.g. administrative duties, subaward monitoring and evaluation, convening meetings and conference). Note: The same individuals may serve in multiple capacities, but the time allocated to each area should be clearly delineated.
· Appendix E – Letters of Support: Letters of support from senior staff of organizations identified as partners and subsidiaries in the proposal that clearly articulate the nature of their collaboration under the award proposal. Provide letters of support from three to five prospective regional sub-awardees in the regions you propose managing. The letters should describe a brief idea of the projects that these organizations would implement, if awarded subawards. The planned subawards should demonstrate your network of potential sub-awardees and facilitate issuance of subawards as soon as practicable following the start of any award issued hereunder.
· Appendix F – Intellectual Property Rights: Applicant must describe any limitations on any intellectual property that will affect applicant’s performance of the cooperative agreement or affect the Library’s (or the public’s) subsequent use of any deliverable under the agreement. In particular, the applicant must: describe the intellectual property in sufficient detail, clearly state any limitations, and describe how the Library can use the work with the limitations described or proposed by the applicant. This information must be included in the Proposal.
· Appendix G – Other information: Include other information as described in Section D.4 (as applicable).
