5. Who is the preferred audience for the enrichment programs?

1. No, it is not necessary to identify partners in each state. However, it will strengthen your proposal if you provide examples of partners you already have in a sampling of states. Please also describe the approaches you will use to identify additional suitable sub-awardees.

2. The eighteen-month award period will make rolling subaward deadlines unfeasible. It is more likely that the TPS program will identify time periods during which regional partners will review subaward applications to allow for monitoring and close-out.

3. The average number of Consortium members who receive travel support is approximately 25 per region.

4. There is no minimum or maximum number of stipends offered by regional partners.

Please note that while $2,000 is the maximum amount for a stipend, some are significantly less depending on proximity to the meeting venue and other available sources of financial support.

5. These enrichment programs would be for ongoing, new, and potential sub-awardees to build their understanding and delivery of the TPS program. Occasionally, new Library awardees and interns have participated in these programs, but they are not the primary audiences.

2 Regarding the Proposal Narrative Appendix E: Letters of Support: Will current Notices of Intent to Apply (NOIs) or pending Proposals suffice for “letters of support from three to five prospective regional sub-awardees in the regions you propose managing” provided they include a brief description of the project that these organizations would implement if awarded subaward?

Yes, NOIs or pending proposals suffice for this requirement. The TPS Program’s goal with this requirement is to determine whether applicants have sufficient relationships and outreach to garner interest from potential sub-awardees.
