The contractor must be a California-licensed General Engineering or General Building Contractor with an Asbestos Abatement Contractor License (C22) and lead abatement certification; if not possessed by the prime contractor, these specialties must be subcontracted.
The contract specifies a maximum agreement amount in written dollars and cents (amount redacted as TBD), with pricing to include all labor, equipment, tools, materials, permits, bonds, insurance, mobilization, and disposal costs. The contractor must obtain all required permits including Shasta County septic destruction permits, air quality permits, SWPPP, site safety plans, and comply with asbestos and lead abatement notification requirements to the EPA and California Air Resources Board at least ten working days prior to demolition. Required insurance includes Commercial General Liability, Automobile Liability, Worker's Compensation, and Pollution Liability with Hazardous Waste Transporter endorsements. A Pre-Demolition Asbestos and Lead Survey Report (dated June 14, 2024) identified five confirmed asbestos-containing materials and nineteen lead-containing painted surfaces requiring professional removal and disposal at approved facilities. Final retention payment is contingent upon completion of the Prime Contractor's Disabled Veteran Business Enterprise (DVBE) Subcontracting Report (Form 817), with CDFW withholding ten thousand dollars until certification compliance is met.

Terracon Project No. R120P020-80 June 14, 2024
1.0 INTRODUCTION
Terracon Consultants, Inc. (Terracon) conducted a limited pre-demolition level hazardous materials survey of the residence, car port, large shed, small shed, and collapsed metal shed located at 22231 Adobe Road in Cottonwood, California. The survey was conducted on April 8th, 2024. Survey activities were conducted in general accordance with the asbestos sampling protocols established in Environmental Protection Agency (EPA) regulation 40 Code of Federal Regulations (CFR) Part 763 Subpart E 763.86, (Asbestos Hazard Emergency Response Act, AHERA).
The purpose of this survey was to identify asbestos and lead containing materials within the affected areas that may be impacted by the pending planned demolition project scheduled to occur at the property. The areas included in this survey were as follows:
· Residence
· Car Port
· Large Shed
· Small Shed
· Collapsed Metal Shed
· Pump Shed
A total of twenty-two (22) suspect asbestos containing materials (ACMs) were identified and sampled throughout the structures. Of the materials sampled, five (5) were reported positive for asbestos content in concentrations exceeding the laboratory limit of detection. One (1) material was not sampled and is assumed to contain asbestos. Confirmed and assumed asbestos containing materials were noted to be present in the residence.
Twenty-two (22) painted surfaces were sampled and analyzed for potential lead content during the survey. Of the items sampled, nineteen (19) were found to contain lead in concentrations in exceedance of the laboratory detection limit.
