About this file

This is a Lobbying Certification Form (BOP-1307) required for federal contracts, grants, loans, and cooperative agreements. The form certifies that no federal appropriated funds have been or will be paid to influence federal officers, members of Congress, or congressional employees in connection with the awarding or modification of federal contracts, grants, loans, or cooperative agreements. The certification must be signed by an authorized representative and includes the individual's title and date of submission.

The form requires that if any non-federal funds have been or will be used for lobbying activities related to the federal transaction, the certifying party must complete and submit Standard Form LLL (Disclosure of Lobbying Activities). Additionally, all sub-recipients, subcontractors, and sub-grantees at all tiers must include this certification language in their award documents and certify compliance accordingly. This certification is a material representation of fact and a prerequisite for entering into the federal transaction. Failure to submit the required certification subjects the responsible party to civil penalties ranging from $10,000 to $100,000 under Section 1352 of Title 31, U.S. Code.
