About this file
This is a Solicitation Addendum 1 issued by the Pennsylvania Department of Corrections for the SCI Huntingdon New Yard Track Area Paving project (Solicitation Number 6100065677). The project involves paving approximately 16,488 square feet of an exercise track area at SCI Huntingdon, with the existing surface consisting of compacted limestone dust. The procurement is restricted to DGS-certified Micro Businesses and requires electronic bid responses only through the PA Supplier Portal. The original due date has been extended to Monday, April 27, 2026, at 3:00 PM EST. A mandatory site visit was conducted on Thursday, April 9, 2026, at 10:30 a.m., during which bidders submitted questions that are addressed in this addendum.
The paving specifications include a 2-inch 25mm base course and 1-inch 9.5mm wearing course, with paving terminating 6 inches from fences and filled with 2A limestone. Pavement joints shall be sealed, and the final surface must be flush with adjacent concrete paving. An additional line item for 2A Limestone has been added to the bid, requiring bidders to provide unit pricing per ton to establish a baseline in case additional aggregate base course is required during construction. The track width along the north side is specified as 16 feet 6 inches uniform width, with the existing asphalt paving along the east side to be profile milled plus or minus 2 inches before overlay. HUN (the facility) will be responsible for moving the wooden guard shack and installing risers on the catch basin and steam vault prior to paving operations.

QUESTIONS FOR IFB 6100065677
SCI HUNTINGDON YARD TRACK PAVING PROJECT SITE VISIT
Thursday, April 9, 2026, at 10:30 a.m.
Subject: Mandatory Site Visit - Questions for SCI Huntingdon Yard Track Paving Project
Question # 1: What thickness of asphalt paving is planned for the existing gravel running track?
DOC Response: 2½” 25mm base course and 1½” 9.5mm wearing course.
Question # 2: Should the paving extend fully to the fence, in areas bordered by a fence?
DOC Response: No, terminate paving 6” from fences and fill the 6” gap with 2A limestone so it is flush with paving.
Question # 3: Will HUN be responsible for moving the wooden guard shack at S end of track?
DOC Response: Yes, HUN will move before paving operations begin.
Question # 4: Who will be responsible for installing risers on the existing catch basin and steam vault?
DOC Response: HUN will install a 2” riser on the catch basin, and HUN will cast a new 3” high concrete curb to raise the plate covers of the steam vault. The two water valves at SE corner will not be raised—the pavement shall be shaped around the valve covers down to their level.
Question # 5: Should joints be sealed?
DOC Response: Yes, all asphalt cold joints and joints between asphalt and concrete shall be sealed with joint sealant. Final asphalt surface shall be flush with adjacent concrete paving where it occurs.
Question # 6: What is the plan at existing asphalt paving along E side?
DOC Response: Profile mill +/- 2” to achieve a flatter profile, then pave over with 9.5mm wearing course to match adjacent track elevations.
Question # 7: Should paving extend to the SE corner?
DOC Response: At SE corner, adjacent to existing asphalt paving, install new asphalt paving all the way to the existing wall on S side, and to within 6” of existing fence on E side.
Question # 8: Along the N side, the track width varies considerably. Should the new paving have uniform width?
DOC Response: Yes, provide 16’-6” wide track paving along this side.
Questions # 9: Should the 16’-6” width continue through the NW corner, where it is currently wider than that?
DOC Response: Yes, this will establish a new inside line curve, farther out from existing, adjacent to which HUN will install topsoil and grass seed. Paving shall extend all the way to the NW corner in this location.
Question #10: Should the existing track surface and subgrade be excavated to establish a more uniform condition throughout its length?
DOC Response: No, at all areas of the track except that which currently has asphalt paving, scratch off the surface 1” to 1½”. If base is sound install paving directly on it. If not, continue excavating to 6” total, install 2” of 2A Limestone aggregate base course, then the 4” of asphalt paving. This 6” of excavation and 2” of aggregate base course is required at areas with adjacent concrete paving, to ensure that the finish surface of paving is flush with the existing concrete paving. Excavation and aggregate base course shall be graded to PennDOT specifications as required to ensure the final asphalt surface has proper drainage.
Question # 11: Should the bidders include cost for daily delays entering and exiting the facility?
DOC Response: The track is outside the secure perimeter of the institution so delays will be minimal. The successful contractor will still need to follow tool control and other security protocols, which might cause minor delays.
Question #12: Should the bidders provide a unit cost for quantities of 2A Limestone, in case it is discovered during construction that more aggregate base course is required?
DOC Response: Yes, the bidders shall specify a unit cost for 2A Limestone, per ton.
