Scope of Work

I) Background Yosemite National Park has identified a requirement for generator services including but not limited to inspections, repair recommendations, maintenance, repairs, and emergency services.

The Yosemite Utilities Branch operates several high voltage backup generators that are essential to the operation of park infrastructure during power outages. These generators are located throughout the park.

II) Tasks

A) Inspection Services Initial inspections services shall be required either on all listed generators. Such services may include disassembly and reassembly of equipment and identification of existing or potential issues requiring immediate or future repairs.

1) Following inspection services, the contractor shall be required to provide written documentation including but not limited to the following items:

• The equipment’s existing condition, highlighting any areas of concern

• Recommended repairs

• Recommended repair schedule identifying urgency and priority or repairs

• Estimated cost of recommended repairs

2) Generator load bank testing shall be required. Some generators have built in load banks on location and may be utilized by the contractor and these will be identified during the pre-bid walkthrough. However, some generators do not have built in load banks on location. In these cases, the generator shall be exercised on a portable load bank provided by the contractor

B) Repair Services The contractor shall be responsible to make all repairs and adjustments as necessary. Repairs are defined as unscheduled work required to (1) prevent a breakdown or malfunction of an item of equipment; (2) put a system or a subsystem back in service after a breakdown or malfunction.

Any additional labor required for minor repairs will be covered within the preventive maintenance pricing. Minor repairs shall be agreed upon by the COR and copies of all receipts for materials shall be submitted to the COR to support invoicing and tracking of the repair cost allocation. Once the $10,000 minor repair allocation is reached, all repair requests must be sent and approved by the Contracting Officer. The contractor is allowed to apply the material mark-up fee to these items.

C) Maintenance Services

1) Maintenance services shall include but are not limited to services identified by manufacturer’s recommended maintenance schedule.

2) The contractor shall be required to take oil samples for each individual generator inspection. Oil samples shall be taken and documented before the oil has been changed.

Samples shall be taken and stored in a manner approved by the Contracting Officer’s Representative and send to a testing facility approved by the Contracting Officer’s Representative. One oil sample and testing will be required and included each year within the cost of the preventive maintenance for each generator.

D) Emergency Services

1) The contractor shall be required to perform emergency services on this equipment when required. When emergency services are required, the contractor will be notified by the COR. No work shall begin without authorization by the Contracting Officer.

E) Additional Oil Testing

1) The contractor may be required to perform additional oil sampling and testing above and beyond the annual required testing at the request of the Government. Oil samples shall be taken and documented before the oil has been changed. Samples shall be taken and stored in a manner approved by the Contracting Officer’s Representative and send to a testing facility approved by the Contracting Officer’s Representative.

F) Emergency Backup Generators The contractor shall be required to furnish emergency backup generators:

1) When the Government determines that it is necessary to take one or more critical generators offline for maintenance or repairs or a generator goes out of service, the contractor may be required to furnish, deliver, and install one or more backup generators to temporarily replace the generator(s) that are offline. Installation will include connection of the generator(s) to a facility’s electrical system and any services necessary to ensure that the generator(s) will perform the necessary backup power function for was provided.

a) Any generator(s) provided by the contractor in this way must comply with all applicable federal, state, and local regulations related to emissions. Such generators must be capable of meeting the full load of the Government-owned generators they are intended to temporarily replace.

The National Park Service cares for special places saved by the American people so that all may experience our heritage.

b) Any such generators provided shall remain the contractor’s sole responsibility.

Similarly, any operation, maintenance, or repair of such generators shall be the sole responsibility of the contractor.

c) If a power outage does occur or other circumstances necessitate the active operation of a contractor-provided generator as described herein, the Government will provide the contractor reasonable consideration for any fuel consumed. No additional consideration will be provided for wear and tear as a result of normal operation.

d) The emergency backup generator provided shall meet the minimum specifications of the generator it is replacing.

G) Material Cost Mark-up Contractor shall submit a material cost mark-up percentage to cover the cost of purchasing, sourcing, storing, and delivering the materials to the project site. This mark-up percentage will be applied to the cost of material needed due to repairs that is above and beyond the $10,000 of material already included. No other mark-ups will be allowed. Contractor will provide proof to support the material cost.

H) Travel Cost All travel costs associated with performance of this contract are the responsibility of the Contractor and are to be included within the loaded rates as part of the contract.
