About this file

This is a Solicitation Affidavit for Williamson County, Texas, related to a Traffic Engineering services contract opportunity. The County is seeking qualifications from engineering firms to provide traffic engineering services in support of planning, designing, and reviewing projects across multiple County divisions, including the Road Bond Program, Road and Bridge Division, Development Services & Drainage Division, and County Facilities. The County anticipates selecting approximately three firms for this work, though the Commissioners Court reserves the right to select more or fewer firms at its discretion. No specific response dates, due dates, site visits, bidder meetings, award dates, or contract terms are detailed in this affidavit document.

The affidavit requires respondents to certify compliance with multiple Texas Government Code provisions, including certifications regarding boycotts of Israel, energy companies, and firearm and ammunition industries; restrictions on business with Iran, Sudan, and foreign terrorist organizations; and confirmation of not being debarred from doing business in Texas. Most boycott-related certifications apply only to companies with ten or more full-time employees bidding on contracts valued at $100,000 or more paid from public funds. Respondents must also certify that their proposals were not prepared in collusion with other respondents and that they have not engaged in price-fixing or other anti-competitive practices within the past six months. The affidavit includes provisions allowing other agencies to piggyback on Williamson County awarded contracts, with the exception of professional services. Respondents must acknowledge that failure to provide accurate certifications may result in contract termination and payment withholding.
