Vendor Inquiries – RFI No. 89233124NNA000125 03-07-2024
Below represent NNSA responses to vendor inquiries specific to the Request for Information No.
89233124NNA000125 posted on 2-29-2024.
1. Is there an incumbent contractor currently performing any part of this scope? If so, could you provide the firm’s name and task order/contract number?
NNSA Response: Yes; The Aerospace Corporation; 89233120CNA000124.
2. Will the eventual contract be a master ordering vehicle such as a BPA or IDIQ with multiple task orders issued from it, or will this be a single task order?
NNSA Response: Although our Acquisition Strategy will be predicated on the number and size-standards of the qualify respondents, the NNSA is anticipating putting a 5-Year IDIQ contract in-place, with all supported Program Offices having the capability to request Task Orders awarded specific to that Program's needs.
3. Does the government intend to make a single award or multiple awards?
NNSA Response: The NNSA intends on making a single award only.
4. Can the government provide an estimate of the anticipated level of effort?
NNSA Response: Based on future Program needs throughout the enterprise, the NNSA is anticipating establishing an IDIQ with a $245M ceiling.
5. Does the government anticipate the use of the DOE TEPS BPA or will this be issued outside of
TEPS?
NNSA Response: No; the TEPS III BPA will not be considered for this effort.
6. Would the government consider the use of 541330 ENG NAICS? This could provide the government with access to a larger pool of qualified companies and also more closely align with scope.
NNSA Response: NAICS 541330 is for General Engineering support only. Our selected NAICS 541715 incorporates the administrative R&D aspect along with the Physical Life
Sciences Engineering expertise required by the various Programs requiring support under this effort.
7. Does the government intend for the eventual solicitation to be a small business set aside?
NNSA Response: The purpose of the RFI is to determine if there are vendors, regardless of size standard, with the capabilities to participate in a competitive requirement. At this time, the NNSA is not at liberty to divulge additional information relative to our acquisition strategy as a determination cannot be made until such time as the RFI closing date passes, and respondent's capability statements are vetted accordingly.
