Office of Defense Nuclear Nonproliferation (NA-20) System Engineering and Integration (SE&I) Support and Independent Technical and
Programmatic Analysis to NA-20 and NNSA participant organizations 02-22-2024
The Performance Work Statement identifies the Work Areas, Performance Objectives and Measures, and Deliverables applicable to the overall contract for “Independent Scientific, Technical, Engineering, and Advisory Services to the NNSA, Office of Defense Nuclear Nonproliferation and other NNSA participant organizations.
I. Introduction:
This Performance Work Statement (PWS) encompasses a range of System Engineering and Integration (SE&I) Support and Independent Technical and Programmatic Analysis to be provided to the U.S. Department of Energy (DOE) National Nuclear Security Administration (NNSA) Office of Defense Nuclear Nonproliferation (DNN) and other Defense Programs (DP) as part of NNSA.
Contractor performance shall be in accordance with this PWS.
Dynamic mission requirements associated with national security activities require the Contractor to respond to workload changes quickly with minimum disruption to operations. In addition to SME’s required specifications and contractual requirements, all work performed by the Contractor shall satisfy and comply with the requirements of applicable DOE and NNSA directives, policies, documents, and other direction provided by NNSA, including those which become effective after the effective date of this contract. These applicable directives, policies, documents, and other direction provided by NNSA are referred to as “applicable DOE/NNSA requirements” throughout the PWS.
Additionally, the Contractor shall comply with all applicable federal, state, and local laws, regulations, guidance, and policies, including those that are incorporated by reference or in full text at time of follow-on contract award.
The Contractor shall provide to the Offices of the NA-10, NA-20, and other NNSA participant organizations and partners all necessary skilled and trained personnel, facilities, services, equipment, materials, supplies, and travel necessary to accomplish all tasks in accordance with the Performance Work Statement (PWS) These efforts will be conducted off-site at the Contractor’s facilities. The contractor will perform non-personnel services (independent scientific, technical, and advisory services).
II. Background:
The National Nuclear Security Administration (NNSA) is a semi-autonomous agency within the U.S.
Department of Energy responsible for enhancing national security through the military application of nuclear science. NNSA maintains and enhances the safety, security, reliability, and performance of the U.S. nuclear weapons stockpile without nuclear testing; works to reduce global danger from weapons of mass destruction; provides the U.S. Navy with safe and effective nuclear propulsion; and responds to nuclear and radiological emergencies in the U.S. and abroad. The NNSA Defense Nuclear Nonproliferation Research and Development (NA-22) as part of NA-20 holds the preponderance of current work with the current Contract and will continue sponsorship of the agreement while allowing access to other NNSA organizations and partners. See:
http://www.nnsa.energy.gov/ourmission
The major mission areas of the National Nuclear Security Administration are Maintaining the Stockpile, Nonproliferation, Counterterrorism and Counterproliferation, and Powering the Nuclear Navy.
One of NNSA’s core missions is to ensure the United States maintains a safe, secure, and reliable nuclear stockpile through the application of unparalleled science, technology, engineering, and manufacturing. The Office of Defense Programs carries out NNSA’s mission to maintain and modernize the nuclear stockpile through the Stockpile Stewardship and Management Program.
Preventing nuclear weapons proliferation and reducing the threat of nuclear and radiological terrorism around the world are key U.S national security strategic objectives that require constant vigilance.
NNSA's Office of Defense Nuclear Nonproliferation (DNN) works globally to prevent state and non-state actors from developing nuclear weapons or acquiring weapons-usable nuclear or radiological materials, equipment, technology, and expertise.
The NNSA is responsible for an enormously complex mission that includes providing independent systems engineering and related support activities to the Space-based Nuclear Detonation Detection (SNDD) sub-program; providing systems engineering support to assess and review at an enterprise level the efficacy of DNN’s research and development business practices and processes, as implemented in the annual cycle of activities, with occasional targeted studies on emerging topics of interest, such as implementation plans for new initiatives; and sustainment of the nation's enduring nuclear weapon stockpile within numerous technical, programmatic, and policy constraints
The NNSA’s Office of Counterterrorism and Counterproliferation (CTCP) is integral to the U.S.
Government’s layered defense against nuclear terrorism and nuclear proliferation. CTCP’s scientific capabilities help provide early threat indications and inform the security of nuclear materials worldwide. Its operational assets are used to locate and defeat terrorist nuclear devices and mitigate the effects of radiological incidents around the globe.
The Naval Nuclear Propulsion Program provides militarily effective nuclear propulsion plants and ensures their safe, reliable, and long-lived operation. NNSA's Naval Reactors Program provides the design, development and operational support required to provide militarily effective nuclear propulsion plants and ensure their safe, reliable, and long-lived operation.
