About this file

This is a Solicitation document for the Office of Management and Enterprise Services (OMES) Central Purchasing division, issued on behalf of the Legislative Service Bureau for the State of Oklahoma. The solicitation (EV00000974) requests proposals from qualified actuarial service providers to deliver actuarial analysis services as mandated by the Oklahoma Pension Legislation Actuarial Analysis Act. The contract supports the statutory requirement to provide actuarial analysis of all legislation and amendments proposed by the Legislature that could have fiscal impacts on Oklahoma's state-administered public pension systems. The initial contract term is one year with four optional one-year renewals available. The resulting contract may be designated for use as a statewide contract under Oklahoma Statutes 74 O.S. § 85.5(G)(3).

Evaluation of proposals will utilize a best-value criterion that includes mandatory requirements, pricing, response to specifications, and stated preferences. Preference is given to actuaries or firms with a minimum of five consecutive years of actuarial services experience and those currently serving or having served as actuary of record within the past three years for public pension systems with assets or membership comparable to or exceeding Oklahoma's public retirement plans. Mandatory specifications require that the actuary or firm be a member of the American Academy of Actuaries, an Associate or Fellow of the Society of Actuaries, or an enrolled actuary, with demonstrated experience providing substantial actuarial services for large public retirement systems. Pricing must be submitted using a detailed hourly breakdown that specifies staffing roles, hours allocated to each role, hourly rates, and total project hours. Business references and third-party vendor information are required as part of the bid response.
