DIVISION 1 SECTION 01009

GENERAL REQUIREMENTS GENERAL INFORMATION AND REQUIREMENTS

BFO BLM COLLINS FENCE REMOVAL AND REALIGNMENT PROJECT

01009-1

PART 1: GENERAL

1. BACKGROUND

The proposed fence will be a four-wire fence with a maximum wire height of 42 inches. The top three wires will be barbed wire and the bottom wire would be smooth. The wire spacing will be 16, 22, 30 and 42 inches from the ground to the top wire with new steel T posts and new wooden posts.

Steel T posts will be used every 16.5 Ft with wire stays equally spaced approximately every 8 feet in-between. Every fifth post will be a wood line post. There will be four 16-foot steel frame gates installed along the fence in accordance with the specifications in Figure 4. Proposed steel gate locations would be the same as existing wire gates, and where 2-track trails on the west side connect to the main road. Posts and adjacent fencing will be designed to discourage undesignated access and gate theft. On the southern end of the fence, an ATV cattleguard and walk-through gate will be moved and re-installed in line with the new fence.

The wire fence will follow relatively straight lines along rolling hills and gullies in loamy and clay topsoil. The elevational change from the highest point to the lowest point along the fenceline is approximately 150 feet, with one steep hill (approximate 50 foot elevational change in 350 feet of fence run) with a narrow margin for the fence to fit along the two track road. There is a 50-foot buffer on either side of the approved line in some portions where the fence could be moved to mitigate terrain issues. This fence line crosses rolling topography with several gullies and multiple hilltops. Type II End Panel (Double H) or Type I End Panel (HN combination) braces (see Figure

3) would be utilized on topography changes, the edge of a gully, or any time the fence starts and stops at a gate or the end of the line. This is expected to occur at approximately 48 locations.

Stress panels (Single-H) braces would be installed anytime that a stretch between a Double-H stress panel brace exceeds 650 feet or down in a large gully bottom. These are anticipated to be installed at approximately 12 locations. 3-Post Corner Panels will be installed at directional changes and corners. This is expected to occur at 12 locations. See Figures 3 and 5 for design specifications.

The fenceline crosses rolling terrain, including many low spots. These locations will require a Panel at Minor Depression including an extra wire and rock deadman, following the diagram in Figure 3.

This is anticipated to be necessary at up to 50 locations.

Motorized vehicles including skid steers, UTV’s, and tractors, will be authorized along the entire fenceline.

The entire fenceline has been surveyed and will be flagged before site tours and construction.

Specific flagging will be placed for locations of gates. Timing of the installation of the fence is expected to occur between October 1, 2020 and June 30, 2021. Exact dates of installation will be coordinated with the Contracting Officer.

1.1 SUMMARY

A. Description of Work: Furnishing labor, equipment, and supplies, to remove and dispose of 3.16 miles (16,661 feet) of wire fence, and furnishing labor, equipment, and supplies to construct 3.04 miles (16,032 feet) of barbed wire fence. The fence construction will follow specifications from BLM Fencing Manual H-1741-1.

B. Location: The fence is located approximately 35 miles north of Gillette, Wyoming. The project site can be accessed by traveling on US Highway 59 north from Gillette for 33 miles, and then turning west into the Weston Hills USFS/BLM Recreation Area and traveling along the main road for 3 miles to the crest of the ridge. The project can then be accessed by a two-track dirt road that roughly parallels the fenceline to the north and south.

Available access routes to the project will be identified for use during the project site tour.

Access to project site for project activities will be coordinated with the BLM and BLM grazing lessees. Please see Figure 2 for the location of the fence in relation to Gillette, Wyoming. Please see Figure 1 for a map of project depicting the fence location.

C. Work Data Sheet: Designates the type and quantity of work required at each project location, and dimensions required for typical drawings.
