About this file

This Request for Bid (RFB) document issued by the City of Dallas Purchasing Department seeks qualified vendors to establish a three-year Indefinite Delivery/Indefinite Quantity (ID/IQ) master agreement for the supply of agricultural pesticides and herbicides for use across various City departments to control pests and unwanted vegetation at City facilities. The solicitation (BL26-00030435) was issued on June 25, 2026, with a pre-bid conference scheduled for July 7, 2026 at 10:30 AM via Microsoft Teams, a question deadline of July 10, 2026 at 5:30 PM, and a submission deadline of July 24, 2026 at 12:00 AM. Bidders must have been established in the herbicide and pesticide distribution business for a minimum of five years and must provide at least three verifiable references. The contract will be for an initial three-year term with two one-year renewal options, subject to mutual agreement. All bids must be submitted electronically through the City's solicitation portal (Bonfire), and bidders are required to submit a $100.00 bid security along with required compliance forms including Business Information Form, Conflict of Interest Policy, Local Preference Affidavit, SBE Affidavit, and DRIVE policy documentation.

Pricing shall be "all inclusive" of all costs including manufacturing, shipping, delivery, insurance, and handling, with FOB destination set at Dallas and no additional charges permitted beyond the unit prices bid. The City reserves the right to award by line to the lowest responsive and responsible bidder, though it may award in a method deemed most advantageous to the City. Local preference is applicable, allowing local firms within five percent of the lowest bid to be considered for award on contracts valued under $500,000. The contract includes a Small Business Enterprise (SBE) participation goal (percentage to be determined) requiring contractors to demonstrate good faith effort to meet established participation targets as a prerequisite for City Council award. Contractors must maintain adequate inventory to support five-day delivery requirements, with repeated failures to meet delivery timelines potentially resulting in contract termination. Invoicing must be submitted monthly with specific required information, and the City will pay within 30 days of receipt of correct invoices. Insurance requirements must be obtained within 15 days of award, and no performance bonding is required. The City reserves the right to terminate the agreement with 30 days' written notice and may cancel if performance, timeliness, or quality of work is deemed unsatisfactory.
