About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services valued at or below the Simplified Acquisition Threshold (SAT), issued under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1.
The Coast Guard is procuring 25 windshield wiper assemblies (part number IM-1MLB-533-101, NSN 2090-01-500-7937) for 47-foot Motor Lifeboats (MLB). The justification for restricting competition to a single source is based on brand name restrictions, as the particular product is essential to meet the government's requirements and market research indicates other manufacturers' similar products cannot be modified to meet the agency's needs. The technical rationale cited is that the required technical data for accurate assessment of equal or alternate equipment is unavailable. The windshield wiper assembly is in support of currently installed parts on the 47'MLB, and any attempt to manufacture the item without proper Original Equipment Manufacturer (OEM) parts and access to OEM reproduction manufacturing drawings, specifications, tolerances, test procedures, and other relevant information could result in major mission degradation.
The suggested source is IN-MAR SYSTEMS, LLC, located at 3011 S. Ruby Avenue, Gonzales, LA 70737-5152 (UEI: V7K9CCUFRCB4). Fair and reasonable price determination was conducted through market research, comparison of the proposed price with prices found reasonable on previous purchases, and comparison with similar items in a related industry. The technical and requirements point of contact is Steven A. Bolen, and the contracting officer is Bryan Anthony Duffey, with signatures dated July 16, 2026.
