RFP Summary: Landscape and Litter Removal Labor Services
This is a Request for Proposals (RFP) issued by the San Antonio River Authority (a Texas governmental entity) for landscape maintenance and litter removal labor services to supplement River Authority staff. The solicitation seeks qualified contractors to provide routine weekly landscape services at multiple locations including Museum Reach, Mission Reach, Lone Star, and San Pedro Creek, as well as on-call litter removal following rain events or as otherwise directed. Landscape services include turf maintenance, tree and shrub care, debris removal, trimming, weed control, and hard surface cleaning. Litter removal services encompass collection and disposal of trash, debris, and bulky items from the San Antonio River, San Pedro Creek, and other waterways, with anticipated assignments of approximately seven litter removal events per year covering up to nine miles of river channel. The RFP was issued July 13, 2026, with a non-mandatory pre-submittal conference scheduled for July 21, 2026, at 11:00 AM CST via Go To Meeting. The deadline for submission of questions is July 29, 2026, and the deadline for proposal submissions is August 12, 2026, before 11:00 AM CST. The initial contract term is one year with options to renew for up to four additional one-year terms, plus a potential extension not to exceed six months at the sole discretion of the River Authority. The contract may be terminated at any time if funds are restricted or service is unsatisfactory.
Pricing must be submitted on Exhibit 1 as unit pricing including all fees and costs with firm pricing for the initial one-year period. Price increases are limited to the annual percentage change in the Producer Price Index (PPI) with a maximum escalation of plus or minus 3% annually, and must be requested in writing at least 60 days prior to contract expiration with supporting documentation. Respondents must demonstrate a minimum of three years of documented experience providing the specified services and provide three references from entities for which similar services were provided within the past three years. Required insurance includes Commercial General Liability ($2,000,000 general aggregate), Umbrella/Excess Policy ($1,000,000), Employer Liability Coverage ($500,000), Worker's Compensation (statutory benefits), Commercial Automotive Liability ($1,000,000 combined single limit), and Watercraft Liability if applicable. The River Authority encourages utilization of Small, Women-owned, Minority, Veteran Business Enterprises (SWMVBE) and requires monthly reporting through the River Authority's Supplier Diversity Management System. Landscape services require one supervisor and four laborers rotating between three locations Monday through Thursday (6:30 AM to 5:00 PM), with San Pedro Creek requiring four additional laborers dedicated to that location. Litter removal assignments must achieve substantial completion within 14 calendar days of receiving notice to proceed. The evaluation criteria consist of Proposed Service Approach and Staffing Plan (25%), Compliance Relevant Experience and Past Performance (25%), and Price/Total Cost of Ownership (50%).
