About this file

This is a Request for Bid (RFB) document issued by the Oregon Department of Transportation (ODOT) for on-call Region 2 paving services. The project involves an intermittent 2-inch overlay paving operation on Oregon Route 126E (Highway 015) spanning from milepoint 10.87 to 38.02 in Lane County, with work extending full width from edge of pavement to edge of pavement. Key project activities include cold plane pavement removal, asphalt concrete placement, guardrail adjustment (with 1,000 feet allocated as an allowance), shoulder rock installation, recessed marker removal and replacement, and longitudinal marking restoration. The anticipated work items encompass 11 pay items, including mobilization, temporary traffic control, pollution control planning, 942 tons of aggregate shoulders, 10,133 square yards of cold plane pavement removal at 0"-2" depth, 10,785 tons of Level 3 asphalt mixture, guardrail adjustments, hi-build paint application totaling 85,510 linear feet, and 673 recessed bi-directional yellow markers. The bid submission deadline is August 5, 2026, at 2:00 p.m., with required project completion by October 30, 2026. Only contractors holding an existing On-Call Region 2 Paving Price Agreement are eligible to submit bids.

The RFB requires compliance with Oregon's domestic preference requirements under ORS 279C.303 and adherence to prevailing wage rates effective July 5, 2026, for Lane County public works projects. Traffic control restrictions apply, with no lane closures permitted during commute times (5:30 a.m. to 9:00 a.m. and 3:30 p.m. to 7:00 p.m.) and no Friday, weekend, or holiday work on the MP10.87-13.06 segment, while the MP13.06-38.02 segment prohibits weekend and holiday work. Portable Changeable Message Signs must be placed a minimum of seven days prior to any ramp or lane closure. Contractors must submit unit prices and total bid prices for all line items, with payment based on actual quantities performed rather than estimated quantities. The ODOT Project Manager is Cody Stone (503-953-6334; Cody.Stone@ODOT.Oregon.gov), and the work order will not be effective until signed by ODOT's Procurement Authority and a notice to proceed is issued.

Issue Date: 7/16/2026 Revised 7/20/2026 Bid due date and time: 8/5/2026 2:00 pm

Project Name: OR126E MP10.87-38.02 Intermittent Overlay Paving

Project description (include milepoint locations): Intermittent 2" overlay paving on OR126E (015) from MP10.87 to 38.02, full width edge of pavement to edge of pavement. Adjust existing guardrail to grade. The exact amount of guardrail adjustment is unknown so an allowance of 1,000' has been included in this bid as a starting point. Overlay paving is to extend to face of guardrail post, or the face drainage curb under the rail if present. Remove existing recessed markers before proceeding with overlay paving. At BR03964A Gray Ck (MP10.44), taper grind 0"-2" on both ends and inlay 2" across the deck (5" AC existing). Per 00744.90, sawing and sealing joints is incidental to the paving. Shoulder rock is assumed to be installed 3' wide with the compacted depth equal to the overlay thickness. At paved driveways and driveway approaches, wing out 2.5' per inch of ACP thickness and taper down to existing grade. Milled tapers at project start and stop points and county road approaches (taper lengths for highway butt joints per RD610, taper county road connections 50' per inch of ACP thickness). Longitudinal markings and legends and bars to match existing color, layout/location, and material as existing. Follow 00744.44(c) regarding guidance for drop offs at the longitudinal joint due to overlay paving.
