About this file

This document is a Questions and Answers (Q&A) document for the Oregon Department of Transportation's Transportation and Growth Management (TGM) Program related to the LTD Long-Range Mobility Plan for Lane County. The Q&A addresses two key questions from potential bidders: first, clarifying the requirements for a Registered Professional Engineer's involvement in the project, and second, confirming the status of the Conflict of Interest (COI) form in relation to proposal page count limits. The document is dated May 15, 2025, and is associated with OregonBuys Bid Solicitation Number S-73000-00012644, with a TGM File Code of 2D-23.

The Q&A provides specific guidance that this project has no requirements for an Oregon-registered Professional Engineer to be assigned in a Principal or Project Manager role, and that only final memoranda containing traffic analysis must be stamped by a Professional Engineer. Regarding the COI form, the document indicates that an upcoming addendum will explicitly exclude the COI form(s) from the proposal page limit. The document also includes an accessibility statement, demonstrating ODOT's commitment to compliance with Section 508 of the Rehabilitation Act, and provides instructions for requesting reasonable accommodations for accessing solicitation information, with requests needing to be submitted at least 3 business days prior to the Proposal Submission Deadline.

Questions and Answers

This document is not an Addendum to the Mini-RFP. It only serves to provide answers to questions posed during the solicitation period. This document does not change anything in the Mini-RFP.

# Questions Answers

The mini-RFP, under Standards and General Requirements, lists Registered Professional Engineer (Civil or Traffic) and requires under General Requirements for Civil/Traffic Analyses that "Final Memoranda containing traffic Analysis must be stamped by a Professional Engineer". Also, under Section 1.4.12, the mini-RFP states that "Consultants shall place their official Oregon Registered Professional Engineer certified seal and signature on all reports, maps, design drawings, specifications delivered under the WOC". Can you please clarify if ODOT expects an Oregon Registered PE to lead and/or stamp all deliverables, even those that do not require engineering analysis, including reports, maps, and memos developed as part of this Long-Range Mobility Plan?

This project has no requirements for an Oregon-registered PE to be assigned in a Principal or Project Manager role.

See “General Requirements for Civil/Traffic Analysis”, in Section 3.0, on page 23 of the Mini-RFP document.

ODOT expectation is that only the final memoranda containing traffic analysis must be stamped by a PE.

# Questions Answers

I can't find anywhere in the RFP that says specifically that the COI form is excluded from the proposal page count. Due to other changes in the page requirements and limitations that we've seen in recent RFPs, I'm being extra cautious. Can you confirm that the COI form is excluded from proposal page counts?

Look for an addendum to the RFP to exclude the COI form(s) from the page limit.

Accessibility: The Oregon Department of Transportation is committed to complying with all statutory requirements to ensure that it is providing information that is more accessible to people with disabilities, as required by Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d), and 36 C.F.R. 1194 Appendix A. This includes information regarding the solicitation process. Please contact the Single Point of Contact (“SPC”) identified in OregonBuys (see “Buyer”) to request reasonable accommodation for access, due to a disability, to information related to this solicitation, or the solicitation process, or both. Accommodation requests must be received by the SPC 3 business days prior to the Proposal Submission Deadline (see “Bid Ending Date” and time in OregonBuys).
