About this file

This document is a Notice of Intent to Award from the Oregon Department of Transportation's Transportation and Growth Management (TGM) Program, issued to Parametrix on June 18, 2025, for the LTD Long-Range Mobility Plan project. The Work Order Contract (WOC) is for personal services related to developing a comprehensive long-range mobility plan, with Parametrix selected as the top-ranked firm through a competitive Mini-RFP process (Bid Solicitation #S-73000-00012644). The notice outlines a detailed negotiation and contract execution timeline, with key milestones including establishing a work session to discuss the Statement of Work (SOW), responding to comments and edits, submitting a Breakdown of Costs (BOC), and completing legal sufficiency reviews, with the goal of issuing a Notice to Proceed (NTP) after contract execution.

The contract includes a Disadvantaged Business Enterprise (DBE) goal that must be demonstrated through subcontractor utilization, and requires the submission of various documents such as billing rate information, cost disclosure questionnaire, certificates of insurance, and COI disclosures. The document encourages the use of direct deposit via Automated Clearing House (ACH) for consultant payments and provides a structured approach for contract negotiations, with provisions for extending timelines if both parties are negotiating in good faith. If an agreement cannot be reached within the specified timeframe, ODOT reserves the right to terminate negotiations and approach the next highest-ranked firm. No work is authorized until the WOC is executed and a written NTP is received from the ODOT Project Manager.

Direct Deposit via Automated Clearing House (ACH). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
