BPM004111 Multimodal Transportation Planning On-Call – Summary of Negotiation
Discipline 2
Areas to Address Wood’s Response
Project Manager- Can you provide an example of the PM’s planning experience as it relates to the discipline?
Dick Yano: Dick is a Professional Engineer with 40 years of experience with a focus on the transportation field. Throughout his career, he has spent most of his time promoting and developing active transportation and Americans with Disabilities Act (ADA) compliant facilities. Dick Yano is currently the PM for the following Transportation Projects that emphasize Active Transportation Planning:
Kingman Downtown Infrastructure Redevelopment: Beale Street, Kingman, AZ: Kingman Downtown is located on Beale Street and the City aims to revitalize the economic vitality of Beale Steet by incorporating more commercial activities. Wood with Dick Yano as the PM has been working from initial planning to project assessment and now the project is in the final design phase. Dick led the planning phase to identify alternatives to improve pedestrian and bicycle activities, without the need for additional ROW. Dick led the public outreach and stakeholder outreach, met with economic development groups, to understand their perspective and develop alternatives that will address all their needs. In the preferred alternative, the roadway width is reduced to 2–12-foot lanes with angle parking.it includes wide 12-foot sidewalks, a 4-feet amenities zone for benches and bicycle parking. The planning also includes sustainable materials, pervious pavement, and LID features.
Lehi Trail Improvements, Mesa, AZ: The Lehi trail is a pedestrian, bicycle and equestrian trail along the SRP canal in Mesa. Dick led the planning and public outreach effort to understand the user’s needs. The project is in the final 90% design phase and it includes a separate trail for the equestrian on the top of the canal bank and a pedestrian/bicycle trail bottom adjacent to the property line. The trail includes well-illuminated trailheads.
Dick Recently completed the Active Transportation Design project for Oak Street Pedestrian/Bicycle Improvements Project in Phoenix, this project reviewed various street cross-sections to include all modes of transportation and on-street parking. The project included traffic calming elements such as chicanes and blub outs at intersections. It converted the existing traffic circle to a mini-roundabout that will improve safety for pedestrians and bicycles. Street light improvements were also completed along the entire length of the project.
Dick has completed three ADA Transition Plans for the City of Tucson, City of Chandler and a Pilot project for Phoenix. These projects developed an array of improvements and a prioritization matrix that helped the agencies plan their ADA and active transportation funding.
For these projects, LiDAR technology was used to obtain field data. This data was processed using Wood’s proprietary tools to develop a good understanding and measure the suitability of the current ADA conditions. A matrix of recommendation and prioritization was developed each location was identified and prioritized in the matrix.

Discipline 3
Project Manager- Can you provide an example of the PM’s experience relevant to the discipline?
Dick Yano has been using sustainable solutions in all his design projects. Some of the current projects have incorporated Low Impact Design (LID) features, cold-in-place recycling options for pavement surfaces, pervious pavement for parking lots, sidewalk s and bicycle lanes. Some of Dick’s recent Examples using sustainable design include:
Kingman Downtown Infrastructure Redevelopment: Beale Street, Kingman, AZ: Kingman Downtown is located on Beale Street and the City aims to revitalize the economic vitality of Beale Steet by incorporating more commercial activities. Wood with Dick Yano as the PM has directed the team to use sustainable and low maintenance materials for the amenities, pervious pavement for parking area and sidewalk, and LID features in the landscape areas.
Southern Avenue, Greenfield Rd to Higley Rd, Mesa, AZ:
Wood completed the design for a mile of arterial widening for Southern Avenue, which included pavement improvements of Southern Avenue and widening of the Higley intersection to provide additional through lanes with an exclusive right turn and bike lane. For this project to save budget and reuse the pavement, Dick recommended the use of Cold-in-place pavement recycling option, that provided significant savings and reduced wastage in the project.
Dick Recently completed the Active Transportation Design project for Oak Street Pedestrian/Bicycle Improvements Project in Phoenix, this project had extensive LID and pervious pavement.
Project Manager - Can you provide more detail on the PM’s sustainability planning experience reference in the resume?
Dick has been incorporating sustainable solutions while planning a project. Sustainable solutions also involve use of local materials and local workmen for construction. In the Beale Street project, Dick requested the use of the old railroad benches and sleepers for use in the amenities zone and for parking lots. For many projects Dick has been requesting the use of pervious pavement over asphalt pavement, especially where vehicular movement is limited, Ex: Queen Creek Wash Trail.
In our current Peoria Old Town Redevelopment plans, Dick is promoting identification of electric vehicle charging spaces, rideshare parking spaces, including of mobility hubs, shade features and smart lighting technology.
Team - Can you provide an example of the team’s sustainability planning experience?
In our current Peoria Old Town Redevelopment plans, our team is incorporating electric vehicle charging spaces, rideshare parking spaces and mobility hubs, shade features and landscaping, pervious pavement sections, and smart lighting technology.
In our Al Ula Smart Cities Master Plan Phase 2 project, our team included micro mobility features, continuous shade features and pervious pavement. The team also incorporated smart lighting and smart wayfinding features in the pedestrian bicycle facilities.
Anita, Lee and Kari have been involved in SMART growth and SMART mobility project for MOT in Toronto, Canada and in the UAE. Their projects include transit planning with alternative fuel, mobility hubs and all-in-one fuel stations that incorporate charging zones and commercial amenities., Work and Play land use planning which will incorporate residential and commercial uses in the same area.
Team - Please provide the roles of the team members in the examples provided in the bios?
Roles are provided for Project Leads only. Roles are not provided for Lead CADD or Design Engineers, Survey, or Environmental Engineers or GIS Specialty identified in the team.

Public Outreach
Wood’s Engineers have either facilitated and participated in the public outreach efforts or have provided materials for the agency following: public outreach, sustainability planning.
to use during its public outreach events. We specialize in community public outreach and involvement, partnering, meeting management, and project support services in Arizona
Our team members believe that for a successful project, it is critical to understand public’s needs first, build the project around their needs and again reach back and get acceptance from them before designing the project. We have used several mediums for our public outreach efforts. During the pandemic, we developed virtual public meeting rooms, where the individual entered each room to understand the different concepts being presented and could virtually make comments.
Virtual Public Outreach Space – BIA Emergency Evacuation Plan
For the Old Town Peoria Redevelopment project, we conducted a public outreach event that coincided with the City’s event in the Downtown. Our Public outreach stall was visited by over 180 persons. For this event we had display boards and interactive activities that we used to understand the public opinion on the features that we are planning for the Town.

Rates quoted shall be not-to-exceed, fully burdened rates, and shall reflect the highest rate for any level of position for the role. The hours reflected in this table is based on an estimate only and does not represent any guarantee of work or projects. Pricing per hour will be used as not-to-exceed rates by the contractor in completing a specific project budget / quote. Project budgets shall be quoted with competitve rates relevant to the level of staff being recommended for perform on a project. For example, if two levels of an "analyst" are required for a particular work project, it would be expected that two different prices would be quoted on that project budget, and the highest could not exceed the awarded rate for that role.
Though it is possible to award a time-and-materials contract in special circumstances permissible under federal funding, the contractor should not expect such an award for a project. Instead, the contractor's budget / quote will be normally be awarded as a not-to-exceed price established for the project, or as a fixed price by deliverable or task; except that other direct costs and travel must be reimbursed at actual per State Accounting Principles. The method of award will be identified in the task assignment / request for project quote document that explains a specific scope of work. All project-level quote shall be subject to negotiation.
