About this file

This document is a draft Request for Proposal (DRFP) for the Test Engineering and Analysis Services (TEAS) requirement. The DRFP provides the Performance Work Statement (PWS) and associated attachments for the solicitation, which will be issued by the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston.

The TEAS contract will be a Cost-Plus-Fixed-Fee (CPFF) contract to provide labor, travel, and materials in support of the PWS requirements. The contract includes a base year and four one-year option periods. Proposals will be accepted from small businesses certified in the SBA's 8(a) Program. The Government is requesting industry feedback on the DRFP by September 3, 2024. No award will be made as a result of this industry engagement, as this is a draft solicitation only. The key PWS requirements include providing engineering, technical, and analytical support services related to the Army's Test and Evaluation mission.
