Print-on-Demand Nautical Charts

REQUEST FOR COMMENTS AND SOURCES SOUGHTThe Office of Coast Survey, National Oceanic and Atmospheric Administration (NOAA) makes the official nautical charts for the United States. These charts are used aboard all commercial vessels, federal vessels, and many recreational boats to enhance the safety and efficiency of navigation, and for other purposes. The printed, paper version of the nautical charts is manufactured using large-format inkjet printers and Print-on-Demand (POD) technology and, in a separate process, using lithographic printing. This announcement deals only with charts printed using POD technology.For Print-on-Demand nautical charts, NOAA compiles digital images of the nautical charts that are updated weekly, and maintains digital files of metadata. The digital files are provided to a private sector partner who manages the files, assembles them into complete chart images, prints or has printed the results using inkjet printers, and sells the charts through its own network of retailers and distributors. The private sector partner is compensated by its sales of the POD nautical charts. No funds are provided by the government.NOAA intends to accept a limited number of additional private sector POD partners. These partners would, of necessity, have to develop sufficient software to manage, assemble, and print the NOAA digital chart files. These partners would also have to establish a successful sales effort in order to be compensated. The term of this contract is for the period beginning Date of Award and ending June 30, 2012 plus up to four (4) optional 12-month extension periods. Quality level III is required for both Printing and finishing attributes. This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number is M67001-08-Q-0248. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, effective June 12, 2008 and DFARS Change Notice (DCN) 20080423. This is a "BRAND NAME OR EQUAL" procurement. The solicitation is 100% set-aside for all qualilfied small businesses. See Numbered Note 1. Evaluation: Responses to this RFQ will be evaluated and awarded based on best value to the Government. Evaluation criteria are technical capability, delivery, and price.
Pricing: Prices shall be FOB Destination.
Delivery: The Government desires delivery to Marine Corps Base, Camp Lejeune, NC, no later than thirty days after receipt of award. If delivery cannot be met, the Contractor shall state an alternate delivery date.
