About this vehicle
The New York State Gasoline and E-85 Statewide Contract provides authorized users with a comprehensive procurement mechanism for acquiring various grades of gasoline and E-85 fuel through bulk delivery. The contract enables state agencies, political subdivisions, and other authorized entities to purchase fuel directly for their storage facilities and internal pump systems. Fuel products include regular, mid-grade, and premium gasoline, as well as E-85 flex fuel, covering 125 line items across 61 counties in New York State. The contract supports a total statewide fuel requirement of 32,652,948 gallons, with delivery options designed to accommodate diverse governmental and public sector fuel needs.
The contract is managed by the New York State Office of General Services (OGS) Procurement Services and features seven prime contractors: Buell Fuel LLC, Global Montello Group Corp., Goetz Energy Corp., Mirabito Holdings Inc., MX Petroleum, NOCO Energy Corp., and Sprague Operating Resources LLC. The vehicle covers all state agencies and political subdivisions within New York, with a contract period from February 14, 2025, to January 9, 2027. Pricing is dynamically adjusted using Oil Price Information Service (OPIS) weekly published pricing indexes, with base prices calculated using a blend of reformulated gasoline blendstock, conventional gasoline, and ethanol values. The total anticipated annual purchase volume is approximately 38,930,151 gallons, with contract values ranging from $2.1 million to $73.1 million across different contractors.
The individual Indefinite Delivery Vehicles (IDVs) demonstrate a structured approach to fuel procurement, with each contractor awarded a specific commodity contract. Sprague Operating Resources LLC holds the highest-value contract at $73.1 million, followed by Buell Fuel LLC at $50.4 million and NOCO Energy Corp. at $36.4 million. The contracts have no specific Minority and Women-Owned Business Enterprise (MWBE) or Service-Disabled Veteran-Owned Business (SDVOB) participation goals. Minimum delivery requirements are set at 500 gallons for tank wagon deliveries and 5,500 gallons for motor transport deliveries. Contractors are obligated to provide engineering services, handle product returns, and maintain specific delivery and reporting standards, ensuring a comprehensive and reliable fuel procurement solution for New York's public sector entities.
