About this contract

Master Agreement GC838 is an indefinite delivery vehicle that provides comprehensive petroleum contamination site response action services throughout Florida's South Region under the state's Petroleum Restoration Program. The contract encompasses a full range of environmental assessment, remediation, and closure services, including site characterization and reconnaissance, drilling and boring operations, well installation and abandonment, sample collection and laboratory analysis, soil source removal, petroleum storage tank removal and disposal, debris and waste management, remedial action construction, operation and maintenance of treatment systems, and professional engineering and geology services. Work is assigned through a combination of fixed-price pay items, fee schedules, and cost reimbursement arrangements as specified in individual task assignments, with compensation structured to cover labor (hourly rates ranging from $35 to $125 per hour depending on classification), equipment rental, and reimbursable expenses including permits and laboratory analyses.

American Management Resources Corporation (AMRC) serves as the prime contractor under this Master Agreement, which was awarded by the Florida Department of Environmental Protection on February 25, 2014. The initial contract term of five years was extended through multiple amendments, with the contract currently extended through September 30, 2025, under Amendment No. 17. The contract is funded through the Inland Protection Trust Fund with an annual appropriation of approximately $125 million for direct cleanup-related expenditures. Work assignments are issued through Task Assignment Notification Forms or MyFloridaMarketPlace purchase orders, with retainage not to exceed 25% pending satisfactory completion. The contract includes provisions for annual rate adjustments capped at 5% with Department approval, and compliance with Florida Administrative Code Chapter 62-780 and associated DEP guidance documents is required for all work performed.
