About this contract
Master Agreement GC771 is an indefinite delivery vehicle administered by the Florida Department of Environmental Protection that provides comprehensive petroleum contamination site response action services throughout Florida's Central Region. The contract encompasses a full spectrum of remediation services organized across three primary phases: site assessment activities including reconnaissance, initial assessment, supplemental assessment, and site closure; remedial options and design services including natural attenuation monitoring plans, pilot testing, and remedial action plan development; and remedial action implementation including free product recovery, contaminated soil removal, groundwater monitoring, remediation system installation and operation, and post-remediation monitoring. The rate schedule establishes fully-loaded hourly and unit rates for labor, equipment rental, laboratory analysis, drilling, boring, well installation and abandonment, sample collection, soil source removal, petroleum storage tank removal, system operations and maintenance, reporting, and professional engineering and geology services. Compensation is provided through a combination of fixed-price, cost-reimbursement, and pay-for-performance arrangements, with no minimum work guarantee and all work assignments issued at the Department's sole discretion through task orders.
Professional Service Industries, Inc. serves as the prime contractor under this master agreement with the Florida Department of Environmental Protection. The contract was originally executed on February 26, 2014, and has been subject to multiple amendments extending performance through September 30, 2025. The initial contract term is five years from execution with authorization for renewal for an additional five-year period contingent upon satisfactory performance. Rate increases are capped at 5% annually and require written justification, with subsequent amendments documenting periodic rate adjustments of 5-15 percent across the pay item schedule. The contract operates as an indefinite quantity vehicle with compensation structured on a combination basis as detailed in the established rate schedule, supporting Florida's Petroleum Restoration Program which manages cleanup activities at approximately 10,000 confirmed contaminated sites eligible for funding assistance through the Inland Protection Trust Fund.
