About this contract
The New York State Office of General Services (OGS) Purchasing Contracts IDV (Commodity PC70660) provides a comprehensive solution for road maintenance materials, specifically bituminous concrete and cold patch. Bituminous concrete is a heated mixture of stone and liquid bituminous material used for road construction and repair, which becomes a hard, durable surface after cooling. Cold patch, or stockpile patch, is a non-heated mixture designed for pothole repair, allowing easy handling and effective compaction in damaged road areas.
The master IDV is awarded to Seneca Stone Corporation and covers all state agencies and political subdivisions within New York. The contract has a two-year performance period from April 1, 2025, to March 31, 2027, and is classified as a commodity contract. The procurement will be managed by the OGS Customer Services Coordination unit in Albany, with the contract available for use across New York state governmental entities.
Under this IDV, Seneca Stone Corp has been awarded a single contract with a cumulative value of $1.863 million. The contract includes no Minority-Owned Business Enterprise (MBE), Women-Owned Business Enterprise (WBE), or Service-Disabled Veteran-Owned Business (SDVOB) participation goals. This award provides a standardized procurement mechanism for New York state and local government entities to acquire essential road maintenance materials through a pre-negotiated contract, ensuring consistent pricing and quality for critical infrastructure repair needs.
Description
Bituminous Concrete is a mixture of stone of various sizes and liquid bituminous material. The mixture is heated and proportioned in a bituminous concrete plant and compacted on a road in a heated state. Once the material cools, it becomes a hard durable material. Bituminous concrete is used for road maintenance. Cold patch, also referred to as stockpile patch, is a non-heated mixture of liquid bituminous material and stone of various sizes and special ingredients that allow it to be easily handled for placement in potholes but hardens when compacted in those same potholes.
