About this contract
The New York State Office of General Services (OGS) Commodity Contract PC70659 provides a comprehensive procurement vehicle for bituminous concrete and cold patch materials used in road maintenance infrastructure. The contract covers two primary product types: heated bituminous concrete, a mixture of stone and liquid bituminous material compacted and cooled to create a durable road surface, and cold patch (stockpile patch), a non-heated mixture designed for easy pothole repair. These materials are essential for maintaining and repairing roadways, bridges, and other transportation infrastructure across New York State.
The master Indefinite Delivery Vehicle (IDV) is awarded to Scatt Materials Corp and will be in effect from April 1, 2025, to March 31, 2027. The contract is a commodity-type agreement accessible to all state agencies and political subdivisions within New York. Structured as a state and local contract, this IDV enables governmental entities to procure road maintenance materials through a pre-negotiated vehicle, streamlining the procurement process. The contract does not specify specific Minority/Women-Owned Business Enterprise (MWBE) or Service-Disabled Veteran-Owned Business (SDVOB) participation goals, with both set at 0%.
Under this IDV, a single contract award has been made to Scatt Materials Corp with a cumulative contract value of $713,000.00. The award is classified under category code 30 and will support road maintenance efforts throughout New York State. The contract provides a standardized mechanism for governmental entities to acquire critical infrastructure materials, ensuring consistent pricing, quality, and availability of bituminous concrete and cold patch products during its two-year performance period.
Description
Bituminous Concrete is a mixture of stone of various sizes and liquid bituminous material. The mixture is heated and proportioned in a bituminous concrete plant and compacted on a road in a heated state. Once the material cools, it becomes a hard durable material. Bituminous concrete is used for road maintenance. Cold patch, also referred to as stockpile patch, is a non-heated mixture of liquid bituminous material and stone of various sizes and special ingredients that allow it to be easily handled for placement in potholes but hardens when compacted in those same potholes.
This Contract Award Notification contains MWBE goals of 0% MBE and 0% WBE and contains SDVOB goals of 0%.
