About this contract
The New York State Commodity IDV (PC70657) is designed to provide critical road maintenance materials, specifically bituminous concrete and cold patch. Bituminous concrete is a heated mixture of stone and liquid bituminous material used for road surfacing, while cold patch is a non-heated mixture designed for pothole repair. These materials are essential for infrastructure maintenance and repair across New York State, offering municipalities and state agencies a standardized procurement solution for road construction and maintenance supplies.
The master IDV is awarded to Rason Materials, Inc. and is managed by the Office of General Services - Purchasing Contracts. The contract covers all state agencies and political subdivisions within New York, with a performance period from April 1, 2025, through March 31, 2027. This is a commodity-type contract with statewide applicability, allowing various governmental entities to access road maintenance materials through a pre-negotiated agreement. The contract notably includes no specific Minority and Women-owned Business Enterprise (MWBE) or Service-Disabled Veteran-Owned Business (SDVOB) participation goals.
Under this IDV, a single award has been made to Rason Materials Inc. with a cumulative contract value of $1,161,500.00. The award encompasses the full contract period and provides a comprehensive procurement solution for bituminous concrete and cold patch materials. The contract's structure enables New York state and local government entities to efficiently acquire road maintenance materials through a competitively solicited and pre-approved vendor, streamlining the procurement process and potentially reducing administrative overhead for participating organizations.
Description
Bituminous Concrete is a mixture of stone of various sizes and liquid bituminous material. The mixture is heated and proportioned in a bituminous concrete plant and compacted on a road in a heated state. Once the material cools, it becomes a hard durable material. Bituminous concrete is used for road maintenance. Cold patch, also referred to as stockpile patch, is a non-heated mixture of liquid bituminous material and stone of various sizes and special ingredients that allow it to be easily handled for placement in potholes but hardens when compacted in those same potholes.
