About this contract
The New York State Office of General Services (OGS) Purchasing Contracts has established an Indefinite Delivery Vehicle (IDV) for bituminous concrete and cold patch road maintenance materials. This contract vehicle enables procurement of road surfacing products, specifically heated bituminous concrete mixtures and cold patch materials used for pothole repair and infrastructure maintenance. The products are designed to support road construction and repair needs, with bituminous concrete being a heated stone and liquid material mixture that creates a durable road surface, and cold patch serving as a non-heated mixture suitable for immediate pothole repair.
The master IDV is awarded to Lydel Brookhaven Corp and covers all state agencies and political subdivisions within New York State. The contract is a commodity-type agreement with a performance period from April 1, 2025, through March 31, 2027. The contracting organization is the Office of General Services in Albany, New York, with statewide geographic coverage. While specific total contract value details are not comprehensively outlined, the associated award indicates a cumulative value of $264,500.00 for the procurement period.
The contract award under this IDV demonstrates no specific Minority-Owned Business Enterprise (MBE), Women-Owned Business Enterprise (WBE), or Service-Disabled Veteran-Owned Business (SDVOB) participation goals. Lydel Brookhaven Corp is the sole awardee for this contract, with the procurement focused on providing essential road maintenance materials. The award supports infrastructure maintenance across New York State, offering a standardized mechanism for governmental entities to acquire critical road surfacing and repair materials through a pre-negotiated contract vehicle.
Description
Bituminous Concrete is a mixture of stone of various sizes and liquid bituminous material. The mixture is heated and proportioned in a bituminous concrete plant and compacted on a road in a heated state. Once the material cools, it becomes a hard durable material. Bituminous concrete is used for road maintenance. Cold patch, also referred to as stockpile patch, is a non-heated mixture of liquid bituminous material and stone of various sizes and special ingredients that allow it to be easily handled for placement in potholes but hardens when compacted in those same potholes.
This Contract Award Notification contains MWBE goals of 0% MBE and 0% WBE and contains SDVOB goals of 0%.
