About this contract
The New York State Commodity IDV (PC70620) provides a comprehensive procurement solution for bituminous concrete and cold patch materials essential for road maintenance infrastructure. The contract covers two primary material types: heated bituminous concrete, a mixture of stone and liquid bituminous material compacted and applied to road surfaces, and cold patch materials, a non-heated mixture designed for pothole repairs. These materials are engineered to create durable, resilient road surfaces and enable targeted maintenance interventions across municipal and state transportation networks.
The master IDV is awarded to Barre Stone Products, Inc. and administered by the New York State Office of General Services Purchasing Contracts division. The contract is structured as a statewide commodity contract, available to all state agencies and political subdivisions within New York. The performance period spans from April 1, 2025, to March 31, 2027, providing a two-year procurement window for governmental entities seeking road maintenance materials. Notably, the contract contains no Minority/Women-owned Business Enterprise (MWBE) or Service-Disabled Veteran-Owned Business (SDVOB) participation requirements.
Under this IDV, a single contract award has been made to Barre Stone Products, Inc. with a cumulative contract value of $1.403 million. The award enables governmental entities to procure bituminous concrete and cold patch materials through a pre-negotiated agreement, streamlining the procurement process for road maintenance activities. The contract's structure allows for efficient, standardized acquisition of critical infrastructure materials across New York's state and local governmental organizations, with a clear focus on supporting transportation maintenance and repair efforts.
Description
Bituminous Concrete is a mixture of stone of various sizes and liquid bituminous material. The mixture is heated and proportioned in a bituminous concrete plant and compacted on a road in a heated state. Once the material cools, it becomes a hard durable material. Bituminous concrete is used for road maintenance. Cold patch, also referred to as stockpile patch, is a non-heated mixture of liquid bituminous material and stone of various sizes and special ingredients that allow it to be easily handled for placement in potholes but hardens when compacted in those same potholes.
