About this award

The Florida Department of Transportation has awarded a Master Agreement valued at $1,000,000.00 with a performance period extending from March 1, 2026, through November 30, 2028. The contract provides comprehensive management consulting services to support the Florida Department of Emergency Management (FDEM) Mitigation Bureau in administering Federal Emergency Management Agency (FEMA) Hazard Mitigation Assistance programs. Services include staff augmentation for reviewing event-related invoices and supporting documentation to develop project worksheets that comply with all FEMA requirements, policies, and procedures. The contractor shall maintain dedicated, full-time personnel assigned to the Department, including a designated Team Lead serving as the primary point of contact for coordination with FDOT staff on all project-related matters.

The specific deliverables encompass support across five hurricane-related FEMA funding projects: Hurricane Irma, Hurricane Debby, Hurricane Milton, Hurricane Michael, and Hurricane Helene. Core services include reviewing Department-executed contracts and equipment documentation, conducting staff onboarding and training sessions, drafting responses to Requests for Information and appeals submitted to FEMA representatives, and maintaining comprehensive records of all submitted projects through the obligation and closeout phases. The contractor is required to augment staffing levels upon Department request to accommodate new emergency events and to provide timely responses to inquiries from both FEMA and Florida Division of Emergency Management representatives regarding submitted documentation.

Description
