Description

Armd NRA - research and development. This NRA covers a variety of topics in aeronautics fundamental research that are being pursued by NASA personnel. Specific research thrusts are outlined in the NRA appendices. A major focus of this NRA is to encourage collaboration between other organizations and NASA to help achieve specific goals in a variety of foundational aeronautics research programs. This BOA is intended to be used to contract for requirements that result from selection under NASA research announcement (NRA) NNH09ZEA001N - research opportunities in aeronautics-2009 (ROA - 2009) and subsequent aeronautics research mission directorate (armd) announcements. The purpose of this BOA is to expedite and realize economies in contracting by reducing administrative lead-time for completing repetitive efforts that result from multiple rounds of selection. A prerequisite for organizations to enter into this BOA is a selection for a contract by the armd NRA selection official. This BOA incorporates by reference the NRA referenced above and all armd successor announcements in their entirety. Each order issued which incorporates this BOA represents a separate contract. Except as may be expressly stated in the orders issued under this BOA as being furnished by the government, the contractor shall provide all resources necessary to perform the requirements set forth in the order. This BOA covers the following order types with variants: firm fixed price research and development (FFP); and cost reimbursement research and development (CR): variants cost sharing (CS), cost-plus-fixed-fee (cpff). Mandatory terms and conditions specified in this BOA apply to all orders which incorporate this BOA. A list of optional terms and conditions that may be expected for various requirements can be reviewed in attachment j-1. Each order will include a specific work statement based on the proposal selected under the armd NRA. This BOA will remain in effect as long as the research opportunities in aeronautics (ROA) initiative continues but not longer than five (5) years.
