About this IDV
The U.S. Defense Human Resources Activity (DHRA), a component of the Department of Defense, awarded a single-award Blanket Purchase Agreement (BPA) to Schorr David, doing business as 1ST Voice, a for-profit organization specializing in assistive technology (AT) products and services. The $5,000,000 BPA, awarded on November 1, 2022 and running through October 31, 2027, serves as the primary contracting vehicle for DHRA to rapidly procure a comprehensive range of AT solutions to support the agency's mission of enabling workforce participation and human capital management programs across the Department of Defense. Under this BPA, 1ST Voice has fulfilled numerous firm-fixed-price task orders ranging from a few thousand dollars to over $60,000 for the delivery of adaptive computer hardware, audio-visual aids, ergonomic workstations, and sign language interpretation services, among other AT products and services. These task orders have been awarded with no set-aside designation.
The BPA's purpose is to further reduce the administrative costs of acquiring commercial items by eliminating the need for repetitive, individual purchases. By establishing this cooperative agreement, DHRA and 1ST Voice aim to decrease costs, reduce paperwork, and save time in the procurement of AT solutions that enable federal employees and wounded service members with disabilities to fully participate in the workforce. The performance of these contracts has been centered at DHRA's headquarters in Rosslyn, Virginia.
Description
In the spirit of the federal acquisition streamlining act, tricare management activity and contractor, david schorr / 1ST voice enters into a cooperative agreement to further reduce the administrative costs of acquiring commercial items. The blanket purchase agreement s (BPA) eliminate contracting and open market costs such as: search for sources; the development of technical documents, solicitations and the evaluation of bids and offers. Teaming arrangements are permitted with contractors in accordance with federal acquisition regulation (far) part 9.6. This BPA will further decrease costs, reduce paperwork and save time by eliminating the need for repetitive, individual purchase from the schedule contract. The end result is to create a purchasing mechanism for the government that works better and costs less.
