About this award

The Oregon Department of Fish and Wildlife will receive $128,558 under a Project Grant from the National Oceanic and Atmospheric Administration to improve estimates of salmon harvest for the Umpqua River stock and enable timely reporting of Coded Wire Tag Expansion Rates (CWT ERs) through June 30, 2023. Funded under NOAA's Pacific Coast Salmon Recovery Pacific Salmon Treaty Program (CFDA #11.438), which assists states in fulfilling responsibilities under the Pacific Salmon Treaty, the grant will support collecting electronic recreational fishing data (E-Creel) on the Umpqua River to provide independent harvest estimates. This will allow ODFW to more closely monitor coastal fisheries that may differentially impact indicator stocks like the Umpqua River's spring Chinook salmon run versus the broader population. Validation of historical harvest card data is also included to ensure accurate depiction of this fishery in CWT ER construction for mid-Oregon Coast indicator basins.

Description

The project described in this proposal strives to improve odfws ability to provide timely, consistent and reliable estimates of harvest for the umpqua river, an escapement indicator stock for the mid-oregon coast (MOC) aggregate. These metrics will enable odfw to report on cyer for this return year with accuracy and precision and help the agency to more closely monitor coastal fisheries which may have indeterminate differential impacts on the escapement indicator stock component (s. Umpqua), when compared to fisheries and their operation on the greater population of the umpqua river basin. In the current terminal area, adjustment data is needed to construct cyers for our MOC indicator basins and validation of the historical harvest card system is needed to ensure that this fishery has been depicted accurately in the construction of those needed cyer estimates. The e-creel would provide for an independent estimator to compare to those current deterministic estimates used for the evalua
