Description

Abstract
Project name: protecting hardee county youth: drug free hardee - a community coalition approach to preventing underage drinking, drug free hardee, INC., a drug-free communities (DFC)-past funded prevention coalition, will use stop act grant funding to expand its capacity to prevent and reduce alcohol use among youth and young adults ages 12 to 20 in hardee county, florida a rural, geographically isolated community where 29.2% of high school students report alcohol use, binge drinking rates exceed the state average by nearly 85%, and no dedicated underage drinking prevention infrastructure currently exists outside of the DFC coalition. Geographic area and capacity need: hardee county is a 637-square-mile agricultural community in south-central florida with 26,068 residents, no public transportation, no hospital-based prevention programming, and no county-funded behavioral health outreach for youth. Drug free hardee has the established coalition infrastructure and community partnerships to address underage drinking but lacks the dedicated capacity to sustain a focused effort across the full 12-20 age range. Stop act funding will directly close this GAP. Population of focus: youth and young adults ages 12 to 20, representing approximately 24.7% of the county's population. The group is 55.2% hispanic or latino, with 18.9% white non-hispanic and 5.2% black or african american. Nearly 31% of households speak a language other than english at home. The population carries compounding risk: 18.9% poverty rate, 34% report household substance abuse, and 34.5% report an incarcerated household member all exceeding florida state averages (2024 fysa). Strategies to increase capacity • SPF-aligned environmental strategies including retail alcohol compliance monitoring with law enforcement partners • expansion of youth advisory groups uthmpact hardee (high school) and stand (middle school) to CO-create prevention programming • evidence-based social norms campaigns targeting misperceptions of peer alcohol use • cross-sector coalition coordination with schools, law enforcement, florida department of health, and youth-serving organizations. Goals • goal 1: strengthen drug free hardee's organizational capacity to implement and sustain evidence-based underage drinking prevention countywide. • goal 2: reduce alcohol use and alcohol-related harm among hardee county youth and young adults ages 12 to 20. Measurable objectives tied to samhsa strategic priorities • by 9/29/2030, reduce high school students reporting past 30-day alcohol use by 5% from the 2024 fysa baseline of 29.2%. • by 9/29/2030, reduce students reporting riding with an impaired driver from 16.4% to no more than 5% (2024 fysa baseline). • by 9/29/2028, increase youth ages 12-17 perceiving great risk from binge drinking from 58.1% to 65% (2024 fysa baseline). • by 9/29/2027, achieve 90% retail compliance through annual underage sales compliance checks. • by 9/29/2027, engage a minimum of 20 active youth members in coalition prevention programming.
