Description
With the first few of several phases of construction scheduled for completion in late-2024 and in mid-2025, the service will be able to operate the new infrastructure of the klamath falls national fish hatchery autonomously shortly after the completion of construction, which will include a new well located on the lease site, that will have backup power generation, likely by end of fiscal year (FY) 2025. The service has the control of the water rights to current well operations through the lease agreement and pays for all the electricity associated with operations and this well will continue to be the backup well for the facility once the new well is operable. However, in the interim, the service relies on MR. Fred barnes to supply production ponds with water from the geothermal well (which is located outside the lease boundary), especially when there are infrequent power outages requiring the use of his backup generator to keep water flowing to indoor tanks of fish. The service also currently depends upon MR. Barnes to provide limited site security afterhours as determined by the service, since he lives in between the two lease parcels, as the site and current infrastructure is relatively unsecured and not lockable. Once the kfnfh is operating off of the new well, has its own backup power generation and backup water source, and the facility is fenced and has security systems and infrastructure alarms, the service will no longer need this agreement for continuity of operations during the remaining phases of construction or completion of construction. Until then, the service and MR. Barnes will continue to work collaboratively to support activities at the kfnfh to rear and reintroduce suckers to upper klamath lake and improve rearing methods through experimentation and adaptive management during FY2025.MR. Fred barnes responsibilities:1. Provide continuity of operations of the existing well so that sufficient geothermal water to maintain year-round water levels and turnover rates in each new and existing pond at the appropriate temperature as determined by the service.2. Upon completion of the new well (located within the kfnfh lease boundaries, continue to allow for use of the existing well as a backup source of water.3. Provide immediate notification to the service of power outages and or loss of water to ponds and buildings as determined by the service.4. Provide assistance with after hour continuity of operations during power outages or other site closures as determined by the service.5. Provide site security after business hours while living onsite as determined by the service.6. Provide documentation of all funding disbursements for work performed to provide continuity of well operations and limited site security.7. Provide an annual report describing activities in each calendar year and costs within 90 days after the end of each fiscal year (by december 31 of the calendar year). Provide a final report on activities by the expiration of the agreement.8. Obtain maintenance related materials and supplies in coordination with the service to maintain well operations and associated backup power generation. This may also include the moving of the unmarked power supply that currently runs through lease parcel one as determined by the service.
