About this award

The Rural Utilities Service (RUS) awarded Rural Community Assistance Partnership Incorporated (RCAP) a $8.5 million Water and Waste Technical Assistance and Training Grants project (CFDA 10.761) on July 15, 2025, with a completion date of July 15, 2027. Under this award, RCAP provides comprehensive technical assistance and training services to rural communities addressing water and wastewater infrastructure challenges across the United States. The grant funds feasibility studies, preliminary design assistance, grant application preparation, operator training, and capacity-building activities to improve the management, operation, and maintenance of water and waste disposal facilities in eligible rural areas. Services also address emerging contaminants, such as Per- and polyfluoroalkyl substances (PFAS), in drinking and surface water supplies.

RCAP implements this program through six regional sub-awardees—Rural Community Assistance Corporation, Communities Unlimited Inc., Rcap Solutions Inc., Great Lakes Community Action Partnership, Midwest Assistance Program Inc., and Southeast Rural Community Assistance Project Inc.—each of which provides direct technical assistance to a minimum of 83 projects within their respective regions and facilitates 10 training programs. Regional partners manage comprehensive deliverables including on-site technical assistance, Geographic Information System (GIS) services to at least six communities, project enrollment in the Data Collection System (DCS), quarterly progress reporting, training calendar uploads, and case study documentation. This multi-regional approach ensures at least one project is undertaken in every state and territory, maximizing direct staffing and service delivery to low-income rural associations nationwide.
