DESCRIPTION:THE PROPOSED PROJECT WILL ALLOW UNIVERSITY OF VERMONT AND STATE AGRICULTURAL COLLEGE TO STANDARDIZE DATA MANAGEMENT BEST-PRACTICES AND DATA STORAGE FORMATS (INCLUDING METADATA) AMONG THE MOUNTAIN OBSERVATORIES TO ENSURE INTEROPERABILITY AMONG THE DIFFERENT MOUNTAIN OBSERVATORIES; ENGAGE AREA STAKEHOLDERS THAT USE MOUNTAIN WEATHER DATA FOR SUBNATIONAL WEATHER AND MOUNTAIN SNOWMELT FORECASTING TO IMPROVE THEIR FORECAST PRODUCTS THUS AIDING COMMUNITIES IN BEING MORE RESPONSIVE TO AND RESILIENT AGAINST FLOODING EVENTS; IDENTIFY HOW TO ADAPT OUR MONITORING PRACTICES TO ALIGN WITH NATIONAL AND INTERNATIONAL CLIMATE MONITORING OBJECTIVES IN HIGH-ELEVATION ENVIRONMENTS; AND ESTABLISH A PUBLICALLY SHARED WEB PORTAL THAT WILL MAKE OUR COLLECTIVE MONTANE DATA FAIR (FINDABLE, ACCESSIBLE, INTEROPERABLE, AND REUSABLE) THROUGH AN APPLICATION PROGRAMMING INTERFACE (API)-FIRST APPROACH AND INTERACTIVE VISUALIZATIONS OF COLLECTIVE DATA. AWARD PURPOSE: TO ENHANCE IT AND DATA MANAGEMENT CAPABILITIES THAT FACILITATE THE ELECTRONIC COLLECTION, REPORTING, EXCHANGE, SHARING AND INTEGRATION OF THE FULL RANGE OF DATA THAT INFORMS THE BUSINESS OF ENVIRONMENTAL PROTECTION. ACTIVITIES:ACTIVITIES TO BE PERFORMED INCLUDE: IDENTIFYING AND PRIORITIZING ENVIRONMENTAL DATA AND VISUALIZATIONS TO HOST ON THE NETWORK'S REAL-TIME WEB PORTAL; STANDARDIZING COLLECTION OF MOUNTAIN METEOROLOGY DATA AND METADATA AMONG THE THREE MOUNTAIN OBSERVATORIES TO MAKE DATA FAIR FOR SUBNATIONAL AND INTERNATIONAL MONITORING EFFORTS; AND IMPLEMENTING A REST API FOR SUBNATIONAL NETWORK DATA.SUBRECIPIENT:THE SUNY RESEARCH FOUNDATION WILL WORK TO INTEGRATE MONITORING STATIONS ON AND AT THE BASE OF WHITEFACE MOUNTAIN IN NEW YORK. THEY WILL WORK COLLABORATIVELY WITH UVM AND THE MOUNT WASHINGTON OBSERVATORY TO ENSURE THAT THE DATA FROM THESE MONITORING STATIONS INTEGRATE INTO THE NORTHEASTERN MOUNTAIN ENVIRONMENTAL INFORMATION EXCHANGE NETWORK'S (NMEIEN) WEB PORTAL.THE MOUNT WASHINGTON OBSERVATORY (MWOBS) WILL WORK TO INTEGRATE MONITORING STATIONS THAT THEY MANAGE THROUGH THE MOUNT WASHINGTON REGIONAL MESONET INTO THE NMEIEN WEB PORTAL. THEY WILL ALSO HIRE A NEW STAFF MEMBER WHO WILL LEAD THE DEVELOPMENT OF THE WEB PORTAL.OUTCOMES:ANTICIPATED DELIVERABLES INCLUDE: MEETING WITH KEY STAKEHOLDERS; DEVELOPMENT OF A REPORT OF OPTIONS AND HOW THEY ALIGN WITH THE NEEDS OF STAKEHOLDERS; REPORT ON BEST PRACTICES; DATA INVENTORY, A TECHNICAL FRAMEWORK FOR THE CREATION OF ACCESSIBLE ENVIRONMENTAL DATA COLLECTIONS AND A STRATEGIC PLAN. EXPECTED OUTCOMES INCLUDE: A REPORT DETAILING HOW ALL THREE MOUNTAIN OBSERVATORIES WILL CREATE A DESIGN FRAMEWORK FOR THE DEVELOPMENT OF THE SHARED WEB PORTAL THAT ADDRESSES NEEDS OF KEY STAKEHOLDERS; AND A SHARED STRATEGIC PLAN FOR THE NETWORK CLEARLY INDICATING: WHAT DATA WILL BE DRAWN FROM EACH MOUNTAIN OBSERVATORY TO DEVELOP STANDARDIZED DATA FORMATS, AN AGREED UPON PLAN FOR THE DATA REPOSITORY, WEB SERVICES (APIS) AND INTERACTIVE WEB PORTAL, HOW MONITORING WITH DIFFERENT METHODS WILL BE PORTRAYED IN METADATA ACCESSIBLE ON THE WEB PORTAL, AND A TIMELINE FOR STANDARDIZATION BETWEEN SITES TO ENHANCE INTEROPERABILITY. INTENDED BENEFICIARIES INCLUDE: RECREATIONAL GROUPS, THE NATIONAL WEATHER SERVICE, THE NATURAL RESOURCE CONSERVATION SERVICE, AND THE STATE DEPARTMENTS OF NATURAL RESOURCES IN NEW YORK, VERMONT, AND NEW HAMPSHIRE.
