About this award
The Federal Motor Carrier Safety Administration awarded the City of Grand Prairie $635,256 on December 1, 2025, under the Motor Carrier Safety Assistance High Priority Activities Grants and Cooperative Agreements program (CFDA 20.237).
The award funds three coordinated enforcement and education projects in Texas. Project 1 conducts high-visibility traffic enforcement to reduce commercial motor vehicle (CMV) collisions through driver education on safe road-sharing practices, with a specific component targeting impaired driving reduction via Drug Recognition Expert enforcement; the project aims for a 5 percent reduction in CMV and non-CMV collision rates. Project 2 executes high-visibility enforcement operations on interstates, highways, and service roads using marked patrol units, focusing on large truck transport vehicles in congestion areas and work zones. This project emphasizes seat belt compliance, CMV safety regarding excessive speed, impaired driving, distracted driving, and driver fatigue; includes Drug and Alcohol Clearinghouse checks for all drivers; and conducts Level 1, 2, and 3 North American Standard (NARS) inspections targeting critical items related to large truck collisions and hazardous materials transport safety. Project 3 implements public awareness and education activities through partnerships with the Texas Department of Public Safety (lead agency), Texas Department of Transportation, Commercial Vehicle Safety Alliance, and FMCSA, utilizing local news networks and social media to communicate CMV and non-CMV safety hazards to the trucking industry, drivers, and the public.
Period of performance runs from December 1, 2025, through September 30, 2028.

A driving while impaired/drug recognition expert enforcement component of our high visibility details will help the applicant reach its goal of a 5% reduction on impaired driving crashes that involve cmvs. Project #2 objective: the proposed project involves high visibility operations on the interstates and highways and their respective service roads utilizing marked patrol units. The applicant will focus on all types of large truck transport vehicles, particularly in areas of congestion and within work zones. In addition, IT will focus on seat belt enforcement by both CMV and non-CMV drivers, as well as CMV safety due to excessive speed, impaired driving, distracted driving, driver fatigue and prohibited operation as we will check all drivers through the drug and alcohol clearinghouse. All inspections will focus on critical inspection items that relate to causes of large truck collisions, as well the safe movement of hazardous materials. The applicant will conduct level 1, 2, and 3 nars inspections. Project #3 objective: the proposed project involves public awareness and education activities to be more active in communicating with the trucking industry, drivers and citizenry on the safety hazards surrounding CMV and non-CMV vehicles. With new technological advances, the applicant will communicate with the public and the trucking industry by utilizing local news networks and social media. Officers will partner with texas department of public safety (lead agency), along with texas department of transportation, commercial vehicle safety alliance (cvsa), and fmcsa to ensure they are involved in safety campaigns like operation safe driver week, brake safety check and international road check. The applicant will perform a minimum of 12 public information and education media posts, one per month of the HP grants fiscal year for a total of twenty-four. Project #4 reduction narrative ($258,720): fmcsa advised the applicant to remove project #4 ('public awareness and education, improving safety and compliance in no truck routes' project) from its scope because IT does not align with the priorities of the nofo.
