About this award
The Federal Motor Carrier Safety Administration awarded the Maryland Department of Transportation, State Highway Administration, $1,752,120 on December 1, 2025, under the Motor Carrier Safety Assistance High Priority Activities Grants and Cooperative Agreements program (CFDA 20.237).
The recipient will deploy four integrated technology projects to modernize commercial motor vehicle enforcement and safety operations across Maryland. Project 1 implements a next-generation virtual weigh station on I-83 using digital weigh-in-motion (WIM) technology to replace analog systems, improving weight and axle load accuracy, sensor uptime, data transmission speed, and reliability while reducing maintenance requirements. Project 2 combines tire anomaly detection with high-accuracy vehicle classification to allow enforcement officers to prioritize inspections of high-risk vehicles, reduce unnecessary stops, and protect infrastructure. Project 3 provides real-time hazmat data to law enforcement and leverages USDOT numbers to enhance safety oversight and compliance. Project 4 pilots deployment of Hy-Point Solutions products, including the HawkScan 3D measurement and vehicle classification system, which uses scanning laser technology to measure thousands of vehicle points in real time.
The award funds work performed in Maryland with a period of performance through September 30, 2030. The assistance type is a Project Grant. As a state transportation agency, the Maryland Department of Transportation serves as the ultimate recipient and pass-through entity for this FMCSA funding.
Description
Of transportation/state HWY admin are the virtual weigh station i-83 relocation, modernization and operation; tire anomaly classification system; hazmat readers; and the maryland one permit system - HY-point solutions products projects. Project 1 objective: implement a next generation VWS utilizing digital WIM technology to improve CMV enforcement, roadway safety and infrastructure preservation. This will be accomplished by improving weight accuracy, and axel load accuracy, increasing data transmission speed, sensor uptime, reliability, data transmission speed and reducing maintenance requirements. This deployment will replace existing analog WIM systems, delivering demonstrably improved accuracy, reliability and operational efficiency. Project 2 objective: by combining tire anomaly detection with high-accuracy vehicle classification, the system will allow enforcement officers to prioritize inspections of high-risk vehicles, reduce unnecessary stops, and protect infrastructure for vehicles operating with dangerous tire conditions or improperly distributed loads. IT is anticipated that this project will demonstrate measurable improvement in enforcement efficiency, safety outcomes, and data quality compared to legacy analog WIM and vision only inspection practice and ultimately contribute to a safer transportation environment in maryland. Project 3 objective: provide real-time hazmat data for the law-enforcement (and by leveraging data obtained from usdot numbers) enables agencies to enhance safety oversight, improve compliance and ultimately contribute to a safer transportation environment in maryland. Project 4 objective: pilot locations that one or more of the following technologies will be installed. HY-point solutions products include: the hawkscan 3D measurement and vehicle classification system (hawkscan) ? This includes a scanning laser system that accurately measures thousands of points in real time and provides dimensions of vehicle, the falcon (falcon) ? Is an overweight warning and traffic monitoring system, and accelerometer bridge collision notification system (accelerometer) ? This includes sensors and cameras that are mounted on bridges to detect and record the impact from collisions or ?scrapes?.
