About this award
The Federal Motor Carrier Safety Administration awarded the Executive Office of the Commonwealth of Kentucky $530,000 on December 1, 2025, under the Motor Carrier Safety Assistance High Priority Activities Grants and Cooperative Agreements program (CFDA 20.237) to replace roadside screening equipment, research automated enforcement systems for commercial motor vehicles, and develop a travel notification system for CMVs.
The award funds four interrelated projects. Project 2 will replace roadside screening equipment on an as-needed basis to maintain uninterrupted operations of Kentucky's screening systems. Project staff will analyze system performance data and incorporate feedback from Kentucky State Police to identify equipment requiring replacement when troubleshooting fails and performance falls below acceptable standards. Project 3 will document international and domestic automated enforcement practices related to CMVs, review standard system structures in states operating automated notification systems, and establish a list of non-compliance issues suitable for Kentucky's automated notification system while accounting for Kentucky Automated Truck Screening accuracy, importance, and controversy potential. Project 4 will identify data streams, formats, and transmission requirements among Kentucky Transportation Cabinet systems, deployed technologies, and the FMCSA Work Zone Data Exchange; survey truck drivers across the CMV community regarding hands-free smartphone trends and use cases; conduct market research across IT vendors for mobile app development; and document Phase 1 research findings and recommendations.
Performance occurs in Kentucky. The period of performance runs from December 1, 2025, through September 30, 2030. The award is classified as a Project Grant, with $530,000 obligated.
Description
The purpose of this award to the executive office of the commonwealth of kentucky are the replacement of roadside screening equipment; automated motor carrier notification of non-compliance-phase 1; and the kentucky transportation cabinet (kytc) travel notification system for commercial motor vehicles projects. Project 2 objective: this project will facilitate replacement of roadside screening equipment on an as needed basis to ensure these screening systems have uninterrupted operations. Equipment will be purchased from the appropriate vendors and installed to replace equipment that has failed or is operating below acceptable standards. Project staff will monitor roadside screening systems through analysis of data and using feedback from kentucky state police (KSP). Equipment will be replaced if troubleshooting attempts are unsuccessful and equipment continues to perform below acceptable levels. Project 3 objective: this project will document international and domestic usage of automated enforcement related to cmvs; review the standard system structure of selected states with automated notification systems generating courtesy notices; and establish a list of non-compliance issues appropriate to utilize the automated notification system, considering kentucky automated truck screening (kats) accuracy, importance and potential level of controversy. Project 4 objective: this project will identify needed data streams, formats and transmission requirements among kytc systems, deployed technologies and the fmcsa work zone data exchange; survey truck drivers across the CMV community to better understand hands-free smart phone trends and use cases for deploying this technology; conduct market research effort across IT vendors for mobile APP development; and document research findings and recommendations from phase 1 effort.
