About this award

This federal Project Grant award from the Federal Motor Carrier Safety Administration (FMCSA) under the Motor Carrier Safety Assistance High Priority Activities Grants and Cooperative Agreements program (CFDA 20.237) provides $1,020,500 to the Executive Office of the Commonwealth of Kentucky to execute four key projects:

  1. Update Kentucky's systems to interface with the FMCSA's modernized Safety and Fitness Electronic Records (SAFER) systems, ensuring seamless data exchange and data integrity.

  2. Completely rewrite the state's screening service framework to modernize the decade-old architecture and improve screening accuracy for motor carriers and commercial motor vehicles.

  3. Provide annual updates to Kentucky's program plan and top-level design, as well as grant writing and project support for the state's high-priority information technology and data initiatives.

  4. Update Kentucky's existing Commercial Vehicle Information Exchange Window (CVIEW) and inspection software to support Level VIII autonomous vehicle inspections, enabling more inspections without increasing congestion, delays, emissions, and fuel usage.

The award period runs from September 1, 2024 through September 30, 2028, with the goal of enhancing Kentucky's commercial motor vehicle safety, compliance, and technological capabilities.

Description

The purpose of this award to the executive office of the commonwealth of kentucky (KY) is the safer modernization enhancements, the kentucky transportation cabinet (kytc) screening service rewrite, the update of kentuckys ITD PP TLD and HP grant writing and project support the system enhancements to accommodate level VIII inspections projects.project 1 objective:this project is to update kentucky systems to use the new safer interfaces proposed by fmcsa. As fmcsa modernizes the various safety and fitness electronic records (safer) systems, IT will change how states interact with them. Part of the proposed changes will move away from file services and exposing configurable web service end points that kentucky will need to call for not only real time transactions, but also for baseline and delta data transactions. The goal of the project is to establish new connections for all t-file transaction schemas and ensure kentucky systems are able to retrieve and send data seamlessly while maintaining data integrity. Project 2 objective:this project will be a complete rewrite of the ITD screening pass fail service framework. The new kytc screening pass fail service will be developed from the ground up to modernize the decade old architecture currently in use. This enhancement will allow for more accurate screening decisions on motor carriers and cmvs. One of the most important components of this project is to update the underlying database architecture to improve performance and break the reliance on kentucky transportation enterprise account management (kteam) for screening decisions. The overall goal of this project is to create a more robust architecture built around the use of micro services. Project 3 objective:the purpose of this project is to make annual updates to KYS program plan top level design (PP TLD) and provide HP-ITD grant writing and project support to KYS ITD team. IT will also monitor and support KYS high priority (HP) grant projects to more effectively and efficiently utilize ITD awarded funds and promote successful components of KYS HP-ITD program to interested stakeholders, including fmcsa and other states. This project is for 4 years of annual updates.project 4 objective:this project will update the existing KY cview and inspection software (roadside inspection management software (rims)) to provide a stable interface for sending level VIII autonomous vehicle inspections to safer. The implementation of level VIII inspections will allow for more inspections without increasing congestion, delays, emissions and the use of fuel. KY will use the existing system hardware at each kentucky automated truck screening (kats) location across the state to receive information related to the inspections. From the bypass system, the data will be transmitted to the rims application hosted by (vendor) seikosoft so IT can be transmitted to safer.
