The collaborative initiative involves the University of Puerto Rico at Mayaguez, Universidad del Turabo, and the Puerto Rico Science, Technology, and Research Trust alongside the Rio Piedras campus. Beyond research, CAPCELL drives workforce development through K–12 outreach, undergraduate and graduate training, and professional education programs, and supports academia-industry partnerships and startup launches to position Puerto Rico as a leader in intelligent, sustainable, and affordable biomanufacturing. Performance takes place in San Juan, Puerto Rico. The period of performance runs through July 31, 2030.
