The Minnesota Department of Public Safety, through its Bureau of Criminal Apprehension (BCA), received a $224,363 Project Grant from the Department of Justice Office of Sex Offender Sentencing Monitoring Apprehending Registering and Tracking (SMART Office) under the Support for Adam Walsh Act Implementation Grant Program (CFDA 16.750) effective March 1, 2026. The award will support the modernization of BCA's sex offender registry technology infrastructure, transitioning legacy systems to contemporary platforms to enhance operational capacity and efficiency. This grant funds the development of enhanced investigative search capabilities enabling law enforcement partners to locate and map offender residence, employment, and school proximity; web-based management tools for monitoring non-compliant offenders; and accelerated case processing systems for prosecution documentation, thereby improving offender accountability and public safety coordination across state and federal jurisdictions.
BCA will execute this work through a procurement contract with a dedicated project team consisting of a business analyst, quality assurance analyst, and software developer. The project is scheduled for completion by February 28, 2029, representing a three-year modernization effort designed to strengthen Minnesota's sex offender registration and notification capabilities in accordance with SORNA requirements under the Adam Walsh Act.
