About this award
The Pima County Regional Flood Control District was awarded a $900,000 project grant from the Department of Justice Office of Justice Programs Bureau of Justice Assistance to expand medication-assisted treatment services at the Pima County Adult Detention Center from October 1, 2022 to September 30, 2025.
The grant funds will support providing substance use disorder treatment, including group and individual counseling and discharge planning, to 400 individuals per month identified through validated screening tools as having alcohol and/or opioid use disorders. Services will include continuing medication-assisted treatment for those already inducted pre-incarceration, inducting pregnant women and others identified through screening, and providing post-release recovery support such as navigation to community treatment providers and sober housing placement. The funding aligns with Pima County's prior $900k Second Chance Act award to test intensive reentry case management, with grant clients also eligible for medication-assisted treatment under this expansion. The overall goal is to reduce the baseline 44% recidivism rate among detainees.
Description
Jurisdiction in which services will be provided: pima county; congressional districts: AZ-03; AZ-02; AZ-01 the name of the jail in which services will be provided is pima county adult detention center (pcadc) the project will serve 400 individuals per month, for a total of 14,400 over the period of performance. The target population are individuals with alcohol and/or opiate use disorder identified through detoxification assessment protocols. The baseline recidivism rate is 44%. This was calculated by dividing the total number of detainees housed at the pcadc over 12-months by the total number of detainees in custody who had been rebooked two or more times within the same 12-months. The validated substance use screening tools include the initial nurse receiving screening, the comprehensive detox screen, the clinical withdrawal assessment for alcohol-revised (ciwa-a), the clinical withdrawal assessment for benzodiazepines, and the clinical opiate withdrawal scale (cows). Description of services: pre-release substance use disorder treatment includes group counseling, individualized treatment and discharge plans, alcoholics anonymous and narcotics anonymous groups, continuation of mat for individuals inducted by a community provider prior to incarceration and post-partum mothers, and on-site induction of mat for pregnant women and individuals identified through detoxification screening methods. Post-release recovery services will include navigation and referral to community providers for continuation of mat, as well as group and individual counseling, skill building, sober housing placement and peer support. Training and staff supports: nursing and medical staff are trained in using the ciwa/cows assessment forms accurately. Both custody and medical staff will additionally receive training to mitigate diversion of mat medications under the proposed expansion. An MOA with the pima county sheriff is submitted as part of this proposal. Alignment with second chance act funding: pima county received a second chance act funding award in 2019 to fund the inmate navigation enrollment support and treatment (invest) programming, which is a randomized control trial designed to test the effectiveness of a critical time intervention utilizing intensive comprehensive collaborative case management and peer navigation for individuals with CO-occurring substance use and mental health disorders. Clients eligible for invest programming may also receive mat services under the proposed expansion when clinically indicated. Priority consideration is requested FOR1(a) only.
