This is a Formula Grant awarded by the U.S. Department of Labor's Employment and Training Administration (ETA) under the Work Opportunity Tax Credit (WOTC) Program (CFDA 17.271). The purpose of this $109,242 grant, with a performance period from October 1, 2024 to September 30, 2026, is to allow the Puerto Rico Department of Labor and Human Resources Division (PR Dept Of Labor) to administer the WOTC program in Puerto Rico. Under this grant, PR Dept Of Labor must designate a state coordinator, determine eligibility of individuals in targeted groups, issue employer certifications and denials, and establish quality review processes and reporting capabilities to facilitate the WOTC tax credits. The intended beneficiaries are job seekers who gain access to more employment opportunities, and employers who can claim tax credits for hiring qualified applicants from targeted groups. PR Dept Of Labor, as the sole state workforce agency responsible for WOTC administration in Puerto Rico, will use these funds to streamline processing of employer certification requests and eliminate existing backlogs.
