The National Guard Military Operations and Maintenance (O&M) Projects program is a non-discretionary, Congressionally directed program that provides mandatory cooperative agreement assistance to the 50 states, territories, and District of Columbia to support operations and maintenance of Army and Air National Guard facilities and authorized service support activities. Only state governors on behalf of their respective National Guard may apply. Recipients submit annual budgets to program managers, who accept or negotiate the request; once the budget is finalized, the grants officer executes the cooperative agreement.
