About this award

The Federal Transit Administration (FTA) awarded The Pennsylvania State University a $5.24 million Cooperative Agreement (CFDA 20.529 – Bus Testing) effective September 18, 2025, through September 30, 2028, to continue operating the FTA Bus Testing Center at Penn State's Larson Transportation Institute. Under this award, Penn State will conduct federally mandated testing of new transit bus models and previously tested models with major design changes intended for FTA-funded procurement. The testing program evaluates buses across multiple performance dimensions, including maintainability, reliability, safety performance (including braking), structural integrity, fuel economy, emissions, and noise.

Penn State will deliver comprehensive test reports for each bus model evaluated, assigning pass/fail scores in accordance with 49 CFR Part 665 and 49 U.S.C. 5318 requirements. These reports directly inform procurement decisions by FTA grantees and determine whether bus models meet minimum performance criteria necessary for FTA funding eligibility. The intended beneficiaries include FTA grantees, bus manufacturers, transit users, and taxpayers, with expected outcomes focused on providing test data that enhances vehicle performance, reliability, and safety across the transit industry. No subrecipient activities are included under this award.
