Description
This proposal to RFA climate program office (CPO) adaptation sciences: supporting the use of climate information and services to advance equitable adaptation and resilience in the pacific addresses the urgent need to enhance local capacity to plan for and respond to climate events and reduce their impacts. Leveraging data, tools, and collaborations developed the pacific research on island solutions for adaptation (pacific risa) program, the first activity under the project supporting WMO region v and the pacific islands regional climate assessment through climate indicators monitoring, early warning systems development, and capacity building focuses on improving coordinated climate information services at regional and country scales. A key deliverable is an automated national climate change indicators report template, building on the 2021 pacific islands climate change monitor report (marra ET AL. 2022). This template will enable consistent, in-country monitoring reports, supporting the next generation of pacific islands regional climate assessment (pirca) reports, climate early warning systems (clews), and LOCAL2030 island network dashboards. The project includes partnerships with the world meteorological organization (WMO), secretariat of the pacific regional environment programme (sprep), NOAA, and other technical organizations to ensure robust methodologies. The broader impacts involve strengthening regional climate coordination, enhancing local adaptive capacity, and informing policy decisions through targeted climate information dissemination. The project's innovative approach aligns with WMO region v and spreps climate services roadmap, contributing to the resilience of pacific island nations. In parallel, the second activity under this proposal seeks to advance equitable representation and accelerate the use of localized climate information through the pirca network. Building on pirca's successful collaborative model, the project will work closely with local communities in palau, supporting the development of sub-national climate adaptation policies. The pirca network, proven effective in producing localized climate change assessments, will extend its impact to the state level in palau. The project will engage diverse stakeholders, including those vulnerable to heavy rainfall, drought, and coral bleaching, to deliver evidence-based information, update scientific consensus, and understand their responses to climate change. Outputs include a tailored workshop format, decision-support tools for statelevel planning, and outreach materials addressing gender mainstreaming. This approach aligns with palau's climate policy update and national adaptation plan, addressing key weaknesses in capacities, information access, and engagement at the subnational level. The outcomes will contribute to building resilience, fostering local adaptation, and promoting inclusive climate decision-making in pacific island communities. Both of the proposed activities are relevant to the RFA and support climate information and services for equitable, community-driven adaptation and resilience efforts in the pacific islands region. Broader impacts of activity 1 include increasing local capacity to generate up-to-date observed climate indicator trends and analyses for general planning use; accelerating the uptake of key climate trends for use in natural resource management and policy; and expanding international regional coordination around available climate data, adaptation, and implementation. Activity 2 centers around increasing the ability of state-scale communities in palau to localize climate information and implement adaptations using that knowledge. Broader impacts from this activity include expanding climate services and clews to a local level, fostering increased cooperation with frontline COM
