About this award
The Department of the Interior Fish and Wildlife Service Region 1 awarded the North Clackamas Urban Watersheds Council a $100,000 cooperative agreement under the Fish and Wildlife Management Assistance program (CFDA 15.608) to provide project management and coordination for feasibility and concept design development to advance the removal of Kellogg Dam in Milwaukie, Oregon. Funding will specifically support oversight of environmental consultant work paid through other sources to help restore stream and floodplain habitat within the 14-acre impoundment above the dam. Kellogg Dam blocks fish passage to habitat in the Kellogg and Mt. Scott watersheds and its removal would benefit threatened and endangered salmonids and other priority species. The award period is from June 27, 2022 to September 23, 2026.
Description
The project will provide feasibility and concept design development as an initial project phase to help advance the removal of the impediment to fish passage posed by kellogg DAM at the confluence of kellogg creek and the willamette river in milwaukie, or, and restore stream and floodplain habitat within the 14 acre impoundment above the DAM. USFWS funds will specifically be used for project management and coordination with and oversight of environmental consultant work paid for by other sources.kellogg DAM was constructed in 1858, before either statehood or the civil war, for a flour mill. The mill stopped operation in the 1890S, but the DAM was left in place and has served no purpose since. Kellogg DAM, located where kellogg creek meets the willamette river, blocks fish passage to the entire in the kellogg and MT. Scott watersheds. Removing the DAM will benefit threatened and endangered salmonids and other priority species: winter steelhead, chinook and coho salmon, pacific lamprey, and cutthroat trout. ESA-listed salmon and steelhead from the clackamas and upper willamette basin use the lower willamette river floodplain for migration and off-channel rearing for juveniles. Kellogg DAM is the #1 statewide fish passage priority for ODOT-owned infrastructure in the state of oregon as ranked by the oregon fish & wildlife commission.
