About this award

The Environmental Protection Agency Region 9 awarded the California Department of Public Health $201,468 on October 1, 2025, for continued implementation of California's U.S. EPA-authorized state lead program through the Performance Partnership Grants program (CFDA 66.605), with final completion scheduled for September 30, 2028.

The award funds program activities, monitoring, improvement, and enforcement functions carried out by the California Childhood Lead Poisoning Prevention Branch's Lead-Related Construction Program and Renovation Section. CLPPB works with local public and environmental health departments statewide to prevent, detect, and manage childhood lead poisoning; provide case management for each lead-poisoned child; and conduct environmental investigations to identify and eliminate sources of lead exposure. The branch pursues six core goals: an informed public able to protect children from lead exposures; well-supported local programs to detect, manage, and prevent childhood lead poisoning; statewide capacity to track lead exposure and monitor management of lead-burdened children; strong infrastructure for lead prevention through government, community-based, and private-sector partnerships; full compliance with federal and state regulatory requirements; and continued leadership in research, policy development, and standard setting. The work addresses goals within the U.S. EPA's Great America Comeback Initiative.

The Performance Partnership Grant combines $425,039 from a State Lead-Based Paint Program Grant, allowing CDPH to submit a single application and consolidated work plan across eligible programs. The federal fiscal year 2026 funding request was $425,039; the same amount was requested for each of FFY 2027 and 2028.

Description

This proposal includes continuing program activities, monitoring and improvement, and enforcement functions to be carried out by the california childhood lead poisoning prevention branch's (clppb) lead-related construction program (LRC) and renovation section (RS) U.S. EPA has instructed cdph to apply for $425,039 for FFY 2026, $425,039 for FFY 2027 and $425,039 for FFY 2028, making a three-year request totaling $1,275,117. The performance partnership grant seeks to combine $425,039 from a state lead-based paint program grant. The work to be carried out is detailed in the work plan (section III) and addresses goals that are part of the U.S. EPA great america comeback initiative. This agreement provides partial federal funding in the amount of $201,468. Refer to terms and conditions. The LRC is part of the cdph clppb. Clppb's vision is a healthy, lead-safe environment where all children can achieve their full potential. Their mission is to eliminate childhood lead poisoning by preventing environmental exposures to lead and by identifying and caring for lead-burdened children. The clppb has six goals: - an informed public able to protect children from lead exposures; - well-supported, effective local programs to detect, manage, and prevent childhood lead poisoning; - fully developed capacity to track lead exposure statewide and to monitor the management of lead-burdened children; - strong infrastructure for preventing children's exposure to lead through partnerships with government agencies, community-based organizations, and the private sector; - full compliance with federal and state statutory and regulatory requirements; - continued state and national leadership through research, policy development, and standard setting. California's clppb encompasses a range of activities in children's environmental health. Clppb funds and works with local public and environmental health departments to prevent, detect, and manage childhood lead poisoning, provide case management for each lead-poisoned child, and provide environmental investigations to determine and eliminate the potential sources of the child's exposure. The long-term goal of the clppb is eliminating lead from environments where children live and play, so that children do not become poisoned. The state clppb and local health and environmental programs work collaboratively with other children's health and nutrition programs, with educational and social services entities, with health and child care providers (and their professional organizations), and with housing programs, building inspection and permitting agencies. Major activities include: tracking and minimizing lead exposure statewide; ensuring access to blood lead screening; training workers to remove lead safely from the environments of children and the broader public; providing information about lead poisoning to the general public, businesses and government agencies; and educating families and caregivers of young children to keep their children safe from lead hazards. Clppb is submitting this proposal to the U.S. EPA for support of LRC and RS program activities during FFY 2026, 2027, 2028 in accordance with section 404(g) of the toxic substances control act (tsca). The clppb has received U.S. EPA funds since 1994 and has been an authorized U.S. EPA state lead program since 1999. California LRC currently has 18 training providers. Certifications are issued to about 7,000 LRC trained individuals each year. Approximately 30 percent of all LRC courses are taught in spanish, which increases access to LRC training and certified professionals for california's large spanish speaking population. LRC has an information hotline that responds to telephone calls in spanish and english
